ResponsibilitiesOversee responsible gambling operations within the Gaming Compliance Department, ensuring all gambling activities are conducted safely, fairly, and in compliance with laws, regulations, and ethical standards. Protect players from harm, promote ethical standards, manage voluntary and mandatory exclusion programs, and partner with stakeholders to prevent and treat problem gambling.
- Develop, implement, and evaluate best practices for responsible gaming and problem gambling prevention.
- Administer Virginia’s voluntary exclusion program and the mandatory exclusion program, ensuring data integrity and timely processing of enrollment.
- Create, update, and enforce responsible gaming policies that meet regulatory standards.
- Collaborate with gaming operators, national and state organizations, and treatment agencies to prevent and treat gaming addiction.
- Review and improve gambling practices, recommend new technologies and best practices, and conduct risk assessments to mitigate RG-related risks.
- Draft and issue violation notices; coordinate with legal and compliance teams; track funds forfeited from violators to a Problem Gambling and Treatment support fund.
- Provide timely notification of excluded patron additions and deletions to casinos, sports betting operators, and other gaming partners.
- Work closely with licensees and permit holders to prevent banned patrons from accessing gaming venues.
- Respond to audits, regulatory inquiries, and certification requirements; participate in external RG training programs.
- Develop and deliver training materials for staff and at‑risk patrons; run public education campaigns.
- Serve as subject matter expert for responsible gaming inquiries and provide training to judicial systems on exclusion violations.
- Respond to FOIA and subpoena requests for records and documentation.
- Provide support for documentation of sanctions and violations to General Counsel, Investigations, and Compliance Directors.
- Testify at hearings and recommend appropriate action.
- Collaborate with legislative bodies on responsible gaming initiatives.
- Build partnerships with community partners such as SVPGC to promote responsible gaming practices and expand awareness of the VEP program.
- Review and provide input on RG plans drafted by sports betting and casino operators.
- Participate in collaborative public awareness campaigns for holiday periods and problem gambling awareness month.
- Collaborate with state agencies to raise awareness about responsible gambling.
- Present at problem gambling conferences.
- Assist operators in developing and reviewing responsible gaming strategic plans.
- Assist the Department in developing policies and procedures to address problem gambling.
- Prepare training for Department staff on problem gambling.
- Prepare status reports and compile statistical information for leadership and Lottery board.
- Considerable knowledge of responsible gambling policies and procedures.
- Ability to remain calm, tactful, respectable, and unbiased.
- Detail‑oriented, organized, and able to provide accurate information.
- Strong interpersonal skills and ability to communicate clearly, effectively, and empathetically with the public.
- Ability to handle confidential, sensitive customer information.
- Excellent writing skills.
- Knowledge of Microsoft Office Suite and database management.
- Demonstrated ability to effectively manage pressure and recover quickly from setbacks.
- Extensive experience in program development and implementation with community buy‑in.
- Excellent conflict resolution skills.
- Excellent strategic thinking skills.
Bachelor’s Degree from an accredited four‑year college or university with a major in public health or related field is preferred. Minimum of three years of experience in administering a responsible gambling program.
