Job DutiesThe Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced professional to serve as the Senior Community Services Board (CSB) Financial Analyst in the Office of Grants Management. The position will serve as both the individual responsible for the oversight of payments and reporting for 20 CSBs and as the individual responsible for the administration and oversight of DBHDS’ grants management system, Web Grants.
The position assists in the timely and accurate completion of community mental health, developmental disabilities, and substance use disorder payments to CSBs and helps to administer federally‑funded subrecipient agreements. The position is responsible for reviewing the Performance Contract between DBHDS and the CSBs; ensuring the accuracy of financial data in the Mid‑Year and End‑of‑Year Reports from the CSBs; and reviewing subrecipient audits and claims.
The position is also responsible for informing the CSBs of their General Fund base budgets for the fiscal year; assisting in writing guidelines and instructions for CSBs and DBHDS staff; assisting in the administration and testing of software used by the agency to administer payments and track subawards; and collecting, monitoring, and reconciling regional program funding by type, fiscal agent and amount.
Additionally, this position will interface with the department’s accounting system to ensure that expenditures and budgets are keyed correctly and reconciled to the amounts awarded to and reported by CSBs; ensure that Agency Risk Management and Internal Control Standards process testing is documented and completed annually; and provide technical assistance and training to CSB counterparts and department staff regarding the payment and reporting process.
- Experience with state, local, or federal accounting and/or payment processes.
- Knowledge of governmental financial management and reporting requirements.
- Ability to prepare reports and use spreadsheets.
- Excellent oral and written communication skills.
- Proficient with Microsoft Office applications.
- Experience using electronic systems to record information in various systems.
- Knowledge of government funding from multiple revenue sources.
- Knowledge of the Cardinal accounting system.
- Experience with Web Grants grants management system, the Cardinal statewide accounting system, or Oracle products.
