Responsible for oversight and analytical research for development, maintenance, documentation, dissemination and training for Fiscal policies and procedures that are in compliance with Generally Accepted Accounting Principles (GAAP), the Commonwealth of Virginia Accounting Policies and Procedures (CAPP), state and federal regulations for the proper administration of fiscal accounting and reporting. Provide financial analysis and policy evaluation of federal and state statutes to determine the financial impact on transportation programs.
Ensure sufficient internal controls are in place to accomplish goals and objectives and follow up on any outstanding issues in accordance with applicable state and VDOT policies and procedures.
- Communication, Collaboration, and Technical Writing:
Facilitate consensus-building and collaborate with teams; work with Fiscal Compliance staff to enhance financial controls per ARMICS in processes. Document issues using analytical supporting data, providing concise recommendations. Prepare detailed and organized reports and presentations. Coordinate and manage timely stakeholder input. Provide guidance and training direction for internal and external stakeholders of the Fiscal Division. Draft procedural documents that meet agency standards utilizing advanced writing techniques for clarity and readability. - Compliance:
Manage projects and financial accounting program to ensure sound financial practices are conducted, internal controls safeguard assets and policies and procedures are adhered to. Coordinate and respond to Auditor of Public Accounts and internal auditors. - Customer Service and Special Assignments:
Proactively assist internal and external customers in identifying and resolving financial issues. Facilitate the resolution of all issues and problems, providing guidance and direction to VDOT districts and divisions. Exhibit professionalism and courtesy in all interactions with internal and external customers. Perform other administrative or special projects as assigned. - Fiscal Process Leadership, Documentation, and Project Management:
Oversee VDOT Fiscal procedures, guidance, forms, and training. Ensure timely development and review of fiscal business process guidance and supporting materials. Review, research, and analyze existing and proposed fiscal procedures to ensure compliance with GAAP and CAPP. Ensure fiscal procedures and guidance meet or exceed Agency Risk Management and Internal Control Standards (ARMICS). Demonstrate leadership and project management to address processes for updates, dissemination and training methods. - Internal Controls, Procedure Documentation and Process Improvement:
Maintain familiarity with ARMICS and other policy and procedure documentation and controls for assigned area. Identify changes or updates required to improve the completeness and accuracy of the documentation. Respond to inquiries from various audit groups. Identify process improvement opportunities and innovative solutions to business needs and lead implementation. - Record Management:
Maintain accurate and updated records for all processes and procedures for assigned business areas. Keep records of any instances where improvements can be referenced for possible inclusion into future procedures. - Review and Update Procedures, Policies, and Processes:
Design and lead the review of accounting and business processes and procedures for the Fiscal Division. Create, edit, and manage updates for all fiscal procedural documents and forms. Initiate and oversee change management activities related to updates. Evaluate options for policy and process changes and develop best practice solutions based on findings. Maintain organized files and archive project materials.
