Personal Financial Counselor, PFC-Richmond, VA - Army National Guard

Position Overview

This position provides personal financial services at assigned military installations, offering comprehensive counseling to service members and their families.

• Provide personal financial counseling and management services directly to service members and families.
• Deliver education and counseling covering financial services, including one‑on‑one sessions, briefings, presentations, and referrals.
• Consult with commanders or staff to ensure the program remains within scope and meets installation needs.
• Assist service members in establishing spending plans for extended absences.
• Develop and distribute informational financial materials.
• Coordinate, publicize, and facilitate Personal Financial Management classes/workshops across the military lifecycle (arrival at duty station, pre‑ and post‑deployment, and career events).
• Respond to requests for age‑appropriate classes or seminars.
• Use virtual counseling and electronic communication modes (web‑based, secure chat, video) under authorization from the OSD FINRED Program office.
• Manage duty‑to‑warn situations in accordance with DoD protocol.
• Communicate with leadership and participate in supervision, sharing trends and issues with the assigned installation.
• Participate in regular in‑services, training, quality improvement committees or other contract activities as assigned.
• Perform all other duties as assigned.

• Bachelor’s degree required; associate degree plus 4 years of experience or high school diploma plus 6 years of experience may be considered.
• Minimum 3 years of financial counseling experience.
• U.S. citizenship and fluent English; bilingual English/Spanish may be required.
• Must obtain a favorably adjudicated Tier 2 investigation.
• Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Must hold one of the following certifications:
  Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).

Salary range: $58,440 – $93,500 annually, commensurate with qualifications and experience. Position may be eligible for short‑term incentives and a comprehensive benefits package.
