Job DutiesThe Department of Medical Assistance Services (DMAS) is offering the Actuarial Manager in the Provider Rate Development Division. The Actuarial Manager leads the Capitation Rate Setting team, overseeing the calculation, validation, and submission of actuarially sound Medicaid and CHIP capitation rates for the Commonwealth of Virginia. Responsibilities include ensuring compliance with federal and state requirements, managing actuarial contractors, delivering high quality financial analysis to agency leadership and stakeholders, and collaborating with stakeholders to support the financial sustainability of contracted Managed Care Organizations (MCOs).
Key responsibilities:
- Lead capitation rate setting activities and perform actuarial analysis for Medicaid and CHIP programs.
- Ensure compliance with regulatory requirements and maintain actuarial quality standards.
- Manage and coordinate actuarial contractors and internal teams.
- Prepare and present detailed financial reports and recommendations to agency leadership.
- Collaborate with stakeholders to enhance provider reimbursement processes.
- Must have a commitment to achieving an Associate of the Society of Actuaries (ASA) designation by successfully passing at least one ASA exam and completing the ASA certification within 24 months.
- Significant experience in finance, including analyzing complex datasets and preparing detailed reports.
- Considerable experience managing capitation reimbursement activities, rate setting, and financial modeling.
- Knowledge of Medicaid reimbursement and capitation rate setting methodologies used by government agencies.
- Experience designing and implementing advanced financial analysis processes using statistical and quantitative methods and tools such as Microsoft Excel.
- Experience supervising professional staff, setting performance expectations, providing feedback, coaching, and managing workloads and project timelines.
- Proficient research skills on public policy issues, health policy and budget analysis.
- Strong communication skills with the ability to prepare and present written and oral reports on complex financial or policy issues.
- Experience in database programming (SAS or similar) to extract and analyze data is desirable.
- Holding an Associate of the Society of Actuaries (ASA) prior to application is an advantage.
