Assist with planning and coordination of the annual financial reporting preparation and verification process to ensure compliance with financial reporting requirements as promulgated by the Governmental Accounting Standards Board (GASB), the National Association of College and University Business Officers (NACUBO) and the American Institute of Certified Public Accountants (AICPA). Analyze and evaluate management recommendations of external and internal audit reports to determine issues and deficiencies underlying the recommendations and evaluate and approve college responses to management recommendations.
Analyze and evaluate internal controls of the VCCS. Ensure that the VCCS Chart of Accounts supports internal and external reporting requirements. Conceptualize, formulate, and implement policies, procedures and methodologies to ensure conformance with all reporting requirements.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
Knowledge- In-depth knowledge of generally accepted accounting principles, practices, and governmental accounting standards
- Working knowledge of complex automated financial systems, such as People Soft or other Oracle-based programs
- General knowledge of higher education and applicable federal and state guidelines
- Knowledge of federal programs including federal cash management standards
- Intermediate knowledge of MS Excel and Word
- Excellent communication skills, both oral and written
- Prepare accounting entries
- Prepare budget-specific journal entries
- Reconcile accounts and assist colleges with reconciliation questions
- Prepare financial statement footnotes, journal entries, and provide general assistance with our Annual Comprehensive Financial Report (ACFR).
- Demonstrated ability to interpret administrative policies and procedures, exercise independent judgment, and make sound business decisions
- Demonstrated ability to effectively manage time and work on multiple assignments
- Demonstrated ability to work well with various levels of management and staff in a diverse and decentralized environment
- Demonstrated ability to troubleshoot to resolve problems
- Work effectively in a team environment
- Work independently
A combination of relevant experience and education typically obtained through completion of a bachelor’s degree that provides the required level of knowledge, skills, and abilities to successfully perform the functions of the job.
Additional Considerations- Working knowledge of People Soft or Cardinal accounting systems
- Preparing consolidated financial statements
- Higher education or state or local government general accounting experience
- CPA or CPA candidate
- Operation of a State Vehicle
