Manage and oversee business processes and financial transactions related to the support, recording, compliance, and reporting of sponsored programs; review and approve all goods and services prior to obligation; ensure accurate posting to the general ledger; manage appropriation, allotment, and cash; reconcile financial information; prepare internal and external budget and financial reports.
Serve as a resource to the college community by responding to inquiries and providing professional guidance and training in the areas of grants, contracts, sub‑awards, subcontracts, and budgeting to ensure compliance with governance and regulatory bodies and provide accurate and transparent data to all stakeholders.
Interpret and apply Generally Accepted Accounting Principles (GAAP), American Institute of Certified Public Accountants (AICPA), Governmental Accounting Standards Board (GASB), federal and state rules and regulations, Virginia Community College System (VCCS) policies and procedures; implement best practices required to ensure compliance, prevent financial loss, and maintain college goodwill.
Special Assignments:
May be required to perform other duties as assigned; may be required to assist the agency or state government in the event of an emergency declaration by the Governor.
- Considerable knowledge of generally accepted accounting principles and fund accounting.
- Demonstrated ability to apply and adapt established accounting methods to a variety of financial transactions and reports.
- Demonstrated ability to interpret complex policies and make sound decisions.
- Good organizational skills and ability to work independently.
- Experience using integrated financial reporting systems.
- Ability to assemble, analyze, and prepare financial reports and statements from multiple sources.
- Ability to prioritize multiple tasks to meet stringent deadlines.
- Research, investigation, analysis, reconciliation, and evaluation skills.
- Effective verbal and written communication skills.
- Ability to interpret and apply policies to financial data.
- Advanced skills in word processing, spreadsheet, and database software.
- Good interpersonal skills and ability to collaborate with a wide range of constituents.
- Experience using Oracle Peoplesoft, Administrative Information System, and/or Commonwealth of Virginia Cardinal System.
- Experience using eVA Procurement System.
- Advanced training in grant/contract accounting, indirect cost plans, and federal cost principles.
- Knowledge of and work experience applying the Cash Management Improvement Act to effectively manage federal funds.
- Experience with governmental accounting or grant and contract accounting in a higher education environment.
