Payroll and Benefits Analyst
The Payroll Service Bureau (PSB) at the Department of Accounts (DOA) is seeking a qualified individual for a Payroll and Benefits Analyst position. DOA's mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth's financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
Job Duties
This position independently performs the processing, analysis and reconciliation responsibilities associated with the administration of the payroll and benefits accounting functions for a high volume of employees in assigned agencies. Processes complex payroll, benefits, and leave transactions for multiple salaried and wage payroll certifications each scheduled pay period; reviews reports to ensure accurate exceptional item processing and makes necessary updates; handles court-ordered with holdings, direct deposits, tax withholding, voluntary deductions;
prepares payments for distribution to assigned agencies and third parties; pursues collection of over payments; audits and processes leave payouts; analyzes and resolves exceptions; performs monthly reconciliations; produces reports for agency monitor responsibilities; assists with annual leave liability analysis; files associated documents; and provides excellent customer service.
Minimum Qualifications
The following are minimum requirements for this position:
• Proficient with Microsoft Word and Excel
• Education or professional experience in payroll processing Other KSAs:
Accounting or payroll education or experience. Knowledge of: generally accepted payroll practices;
Microsoft Office applications (including Word, Excel), strong oral and written communication; mathematical skills; customer service; accurate data entry; multitasking; teamwork; analytical skills; ability to independently review and apply established policies, procedures, standards, and regulations; work independently within existing guidelines and policies in a fast-paced environment; analyze a wide variety of data and determine appropriate handling; adapt to changes in policies, procedures, and priorities proficiently;
handle multiple work assignments of varying complexity simultaneously and inform management of the status of work completion; manage details with few errors; interpret instructional materials and execute business processes accordingly; analyze problems of varied and considerable difficulty and determine appropriate resolutions; read and analyze reconciliation reports of varied and considerable difficulty; prepare certifications and reconciliations accurately and proficiently; maintain a strong level of professionalism in all interactions;
and display emotional maturity necessary for this position.
Additional Considerations
The following are preferred criteria for this position:
• Experience processing benefits (taxable and non-taxable)
• Experience with timesheet and absence management
• Experience with court ordered garnishments, tax liens, and child support orders
• Experience with payroll reconciliations and audits
• Customer Service experience
• Experience with Cardinal HCM and/or Oracle People Soft HCM Other considerations:
Accounting or payroll experience. Government payroll experience. Experience processing high volumes of payroll and working with benefits processing and/or absence management. Related experience in high-volume environments. May be required to perform additional duties as assigned. May be required to assist in the event of an emergency. There may be occasional needs to work outside of normal scheduled hours to meet department demands or deadlines.
