Role Overview
The IT Business Analyst will provide business, financial, and procurement support for the Information Technology Division (ITD).
This position serves as a key liaison between procurement, finance, and operational teams to ensure the timely processing of invoices, accounts payable transactions, and IT procurement activities in compliance with Commonwealth of Virginia, agency, and VITA requirements.
Responsibilities- Reviewing and processing invoices.
- Reconciling vendor accounts.
- Monitoring expenditures and tracking payment activity.
- Supporting budget management efforts.
- Receiving and processing payments within prompt pay guidelines.
- Tracking and producing analytic reports for measuring productivity.
- Performing administrative duties to support the division and VDOT offices statewide.
- Responding to procurement inquiries and reconciling vendor issues.
- Working closely with the finance section to bridge the gap for tracking payments in process to align with division expenditures and the overall budget.
The successful candidate will possess knowledge of procurement and accounting principles, strong analytical and organizational skills, and the ability to manage multiple priorities while ensuring compliance with prompt payment requirements, fiscal policies, and procurement regulations. This role requires close collaboration with agency stakeholders, vendors, and finance/procurement staff.
Required Skills and Experience- Reviewing, reconciling, and processing invoices and vouchers - Required, 5 years of experience.
- Managing goods and services procurements in a large environment - Required, 5 years of experience.
- Proficiency in Microsoft 365 (Excel pivot tables, complex spreadsheets) - Required, 5 years of experience.
- Customer service to broad audiences (professionals, vendors, staff) - Required, 5 years of experience.
- General knowledge of accounting practices and financial management - Required, 5 years of experience.
- Knowledge of procurement processes and vendor management - Highly desired, 3 years of experience.
- Commonwealth of VA Procurement knowledge and experience - Highly desired, 5 years of experience.
- Use of eVA ordering system - Highly desired, 1 year of experience.
- Experience with the Cardinal financial system - Highly desired, 1 year of experience.
This is a hybrid position with one required in-office day per week in Richmond, Virginia. Additional on-site attendance may be required for meetings, training, or operational needs. Candidates must reside within a reasonable commuting distance of the Richmond metropolitan area.
