The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments' financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state, and federal entities.

This position performs payroll and analytical work related to critical accounting functions for the Virginia Department of Social Services, a large, highly diverse, and financially complex agency with annual revenues and expenses in excess of $2 billion. This position is responsible for overseeing payroll duties for both agency 765 (VDSS) and 200 (OCS), and working with the Payroll Service Bureau (PSB) at DOA to ensure payroll is certified accurately and timely.

This position reports directly to the Accounting Manager in the Cost Allocation, Payroll, and Financial Compliance Unit. This position provides direct support to the Division of Finance leadership and staff; VDSS Executive leadership; agency division directors; program managers and staff; as well as external partners and stakeholders such as the Department of Accounts (DOA) and the Payroll Service Bureau (PSB).

NOTE:

This position is open to current Commonwealth of Virginia State Employees only.

Minimum Qualifications

* Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP)

* Knowledge of the Commonwealth Accounting Policies and Procedures (CAPP).

* Experience preparing account reconciliations, updating/maintaining spreadsheets, and creating journal entries.

* Experience assisting and/or preparing financial reports.

* Experience with automated financial accounting systems such as Oracle Financials and Cardinal.

* Proficiency with computer software (MS Office, Excel, Word, and PowerPoint), as well as demonstrated experience to generate, maintain and manipulate reports and spreadsheets required.

* Ability to accurately calculate financial data based on state/federal policies and internal guidelines.

* Ability to demonstrate teamwork to meet Agency strategic goals and objectives.

* Ability to communicate effectively, both orally and in writing, with all business professionals, partners, customers, and diverse staff of professional accountants.

* Demonstrated ability to plan and organize multiple responsibilities and ensure completion of tasks by their due date.
