Job DutiesThe Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Senior Policy Analyst in the Eligibility Policy and Outreach Division.
Job responsibilities will include, but are not limited to:
- The priority of this position is to provide policy analysis, develop and implement Medicaid policy regarding LTSS waiver and facility patients and assist with developing efficient and effective LTSS procedures that meet that policy.
- Performs highly technical eligibility policy analysis and program implementation for Medicaid, Title XXI, and other indigent health care programs administered by the Department.
- Develops waivers, regulations, and eligibility policies for Medicaid and Title XXI programs.
- Serves as a technical human service policy consultant to other units of the Department and for other agencies.
- Represents the agency on inter-agency and multidisciplinary task forces and committees.
The business needs of the position have in office requirements to include but are not limited to attending the in-person training and/or meetings and collaboration with DMAS stakeholders.

Minimum Qualifications- Considerable knowledge of Virginia Medicaid’s Long-Term Services, Supports (LTSS) and Aged, Blind or Disabled eligibility rules and enrollment processes.
- Considerable knowledge of six month medically needy spend downs, as well as month to month medically needy spend downs for LTSS.
- Considerable knowledge of patient pay determinations.
- Considerable knowledge of the administration of human service programs and the operational systems needed to ensure programs are administered with integrity and services to deliver services to beneficiaries.
- Considerable experience with Virginia's Medicaid eligibility and enrollment systems, including experience designing and implementing system changes.
- Considerable experience identifying complex problems and designing and implementing appropriate solutions.
- Considerable experience utilizing Microsoft Office Suite.
- Considerable experience analyzing and applying state and federal laws, regulations, and guidance.
- Experience completing projects within stated deadlines.
- Experience developing and delivering policy training in person and virtually.
- Experience communicating complex policy and recommendations to including internal and external stakeholders.
