FMS Program Manager for Fighter Aircraft Weapons Systems

Planned Salary Range: $200,000 - $207,000
Location: Pentagon, Washington D.C. (or Government approved telework arrangement per PWS Paragraph 10.8).
Responsibilities- Provide operational, tactical, and technical subject matter expertise for the export and partner air force operation of 4th and 5th generation fighter aircraft and associated equipment, subsystems, and weaponry.
- Support the development of USAF export and foreign disclosure guidance for USAF systems and associated tactics.
- Provide subject matter expertise on programs of record, non-programs of record as well as associated capabilities, and advise senior USAF leaders.
- Research and make recommendations for policies based on political-military, weapons system technology and capabilities, fighter tactics, training, and operations, and security considerations.
- Coordinate with industry, systems groups, DoD, DoS, and HAF agencies to facilitate the export of interoperable systems to allies and partners.
- Offer expert technical support to US Government in support of engagement with foreign military & government officials on USAF FMS weapons systems and training programs. This includes drafting and delivering briefings, drafting papers and correspondence, and participating, as an advisor to the responsible US Government official, in face‑to‑face meetings, and other methods as required.
- Prepare and present technical briefings to various DoD and interagency export governing bodies.
- Provide subject matter expertise to US Government officials during USAF official review of export license requests from industry.
- Draft, review and provide subject matter expertise to US Government personnel for sensitivity of technology reports portions of 36(b) notification of foreign military sales to the US Congress.
- Support foreign competitive acquisition process in which USAF sponsored systems are being considered.
- Work efficiently and effectively with any version of the Microsoft Office Suite software applications in day‑to‑day researching, writing, coordination, and revision of communications materials (briefings, talking points, etc.). Follow prescribed SAF/IA formats and staffing as appropriate. In the absence of specific SAF/IA guidance regarding format the Contractor will follow the standards outlined in USAF Handbook 33‑337, Tongue and Quill.
- Read, write, and communicate professionally & effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer/SES.
- Perform duties at the Pentagon, Washington D.C. and/or via Government approved telework arrangement (please see PWS Paragraph 10.8).
- Demonstrated experience as a pilot or weapons systems operator in 4th or 5th generation fighter platforms (e.g. F-16, F-15, F-22, F-35, F-18, A-10) or other fighter/attack aircraft.
- A minimum of 500 flying hours in one--or in a combination of--the aircraft listed.
- Highly desired:
Active flying experience within the last eight (8) years. - A FINAL TS/SCI Security Clearance and NATO Secret.
- Experience working with foreign militaries.
- Highly desired:
Graduate of the USAF Weapons Instructor Course or Navy Top Gun program, or other relevant operational planning expertise as determined through discussions with the division chief. - Knowledge and general understanding of USAF roles and missions, SAF/IA's role within and relationship towards the security cooperation community, and international affairs.
