Overview
Reporting directly to the Manager, Community Social Development, the Planner 2 (Seniors) is responsible for driving forward strategy, policy and initiatives related to the City’s approach to supporting Richmond’s seniors (55+ years), and planning for an age‑resilient community. This position provides leadership, subject matter expertise and functional guidance as it relates to carrying out the actions outlined in the City of Richmond Seniors Strategy (2022–2032) to City staff, Community Associations and Societies, and other seniors‑serving organizations in Richmond.
The successful candidate will be responsible for developing and implementing seniors‑related policies and initiatives; establishing and maintaining collaborative working relationships with community‑based organizations; analyzing qualitative and quantitative data to support the understanding of an aging population; and pursuing and managing government grants to advance seniors planning. The incumbent is also required to interact with City Council, various City departments, external agencies and staff from senior levels of government, and is responsible for preparing reports, memos and presentations.
The incumbent provides oversight of ongoing and project‑based work, including the work of departmental support staff and consultants, and ensures that quality and service standards are met. The incumbent is expected to exercise initiative and is permitted considerable independence in developing, completing and administering work related to the seniors planning portfolio.
- Provides subject matter expertise regarding seniors‑related issues to City Council and City departments.
- Provides subject matter expertise and recommendations to City Council, the City’s senior management team and various City departments on seniors‑related items; and in the development and implementation of city‑wide initiatives.
- Leads the implementation of the City of Richmond Seniors Strategy (2022–2032), working together with City departments, Community Associations and Societies and community‑based seniors‑serving organizations in Richmond to implement strategic actions.
- Prepares reports, memos and presentations as required to senior management and City Council.
- Provides a first point of contact for enquiries on seniors‑related matters; and functions as a key contact for seniors‑serving organizations.
- Provides subject matter expertise to enhance the City’s capacity to advance seniors‑related planning initiatives in Richmond, in collaboration with other agencies.
- Acts as a staff liaison to the Richmond Seniors Advisory Committee and co‑chair of the Seniors Strategy Working Group.
- Represents the City’s position and interests in seniors‑related matters on various internal and external committees, joint planning tables and intergovernmental bodies; and serves as the City’s representative on various external committees.
- Participates in internal cross‑departmental working groups and provides a seniors planning lens in the development and implementation of City‑wide strategies, policies and projects.
- Liaises with multidisciplinary internal and external partners, such as staff from other City departments and other municipalities, senior levels of government, elected officials, community‑based organizations and the general public.
- Provides leadership and oversight of ongoing and project‑based work, including the work of departmental support staff and consultants, and ensures that quality service standards are met.
- Conducts research and analysis of a range of qualitative and quantitative data to inform short‑term and long‑range planning to meet the current and future needs of the seniors population in Richmond.
- Researches, applies for and manages government grants related to seniors planning.
- Prepares, manages, forecasts and monitors revenues and expenses for budgets for seniors planning grants and initiatives, including consultant expenses.
