Description

This class provides advice and support for an individual Council Member's Office. As assigned, incumbents serve as liaisons to other City departments, the public, outside agencies, consultants, attorney's and professional associations. Incumbents may plan, develop, and coordinate events; assist in legislation research and development; analyze data, conduct projects, gather and evaluate statistical information, and investigate and resolve citizen complaints. As assigned, incumbent may serve as lead workers, assigning work and monitoring work completion.

    This classification typically does not supervise other employees, but may serve as a lead worker.
  • Received:
    This classification typically reports to a Council Member.

    Other reporting relationships may apply.
Duties Include But Are Not Limited To
  • Responds to requested citizen services by meeting with citizens, researching the issue, coordinating with other City agencies, and providing follow up.
  • Assists in the Council Member legislative agenda by performing research, analyzing data, conducting projects gathering and evaluating statistical information, coordinating with City agencies, and tracking progress.
  • Attends and organizes various meetings for the Council Member such as Council District meetings and Civic Association meetings; attends meetings as a representative of the Council Member and reports findings to the Council Member; and assists Council Member at Council meetings by monitoring O&R's, developing special recognition programs, and developing Council Member's announcements. Communicates with citizens via various platforms; prepares necessary delivery.
  • Assists in day to day office management by tracking discretionary and district spending, preparing newsletters, drafting correspondence, and scheduling meetings.
Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES: KNOWLEDGE (some combination of the following):

  • Community service projects including coordination and participation
  • Computer programs such as Microsoft Office Suite
  • Electronic databases and related software applications such as RVA One, RVA
    311, social media, e-newsletter sites, and other specialized programs
  • General office procedures in administrative management
  • Legislative processes
  • Long-term planning
  • Media communications and media relations
  • Organizational management
  • Public relations
  • Public sector environment
  • Structure of local government

SKILLS (some combination of the following):

  • Attending necessary meetings
  • Communicating with citizens via multiple platforms
  • Communicating with various internal and external departments
  • Developing and maintaining effective working relationships
  • Entering citizen complaint information into the appropriate database

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Two years experience working in public service managing constituent relationships
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
