About the Agency

The Virginia Department of Fire Programs enhances public safety in the Commonwealth by providing supplemental funding, training, fire prevention and life safety education, along with statewide fire code enforcement. The organizational objective is to plan, establish, maintain, improve, and promote public safety in the Commonwealth.

About the Position

The Virginia Department of Fire Programs is seeking a knowledgeable and motivated professional to serve as a Procurement Officer. The Procurement Officer will provide quality customer support and procure goods and services for the agency according to the regulations referenced by the Virginia Public Procurement Act, and by the Commonwealth of Virginia Agency Procurement and Surplus Property Manual. Specifically, the Procurement Officer will be tasked with functions such as but not limited to procuring goods and services for the agency in a timely manner;

communicating with vendors regarding orders/returns and billing discrepancies; following all rules and regulations as referenced by the Virginia Public Procurement Act and the Commonwealth of Virginia Agency Procurement and Surplus Property Manual; and the Small, Women-owned, and Minority-owned Business (SWaM) requirements and agency policies and procedures. This position will also be responsible for ensuring that terms and conditions for purchased goods/services are identified prior to purchase;

utilizing a Small Purchase Credit Card (SPCC) to pay for goods/services; and responsible for appropriately processing procured goods/services through the eVA system. The Procurement Officer will also track purchasing and SPCC requisitions/orders; receive all orders and ensure delivery of orders to employees; maintain term contract listings to include making updates; providing guidance to internal and external customers regarding procurement actions, contracts, and provide guidance for related policies;

and tracking inventory and surplus items for the agency. The incumbent of this position will serve as back-up to the Purchasing Manager for certifying the SWaM Dashboard data; provide assistance for solicitation of Request for Proposals (RFP's), Invitation for Bids (IFB's), and VBO buyer solicitations, and assist with developing the agencies SWaM Program.

Minimum Qualifications

* Considerable knowledge of contract and procurement laws, regulations, policies and procedures in the Commonwealth.

* Knowledge of contract purchases and the procurement of services and goods, specifically request for Proposal (RFP), Invitation for Bid (IFB), and Sole Source and Emergency Procurement.

* Considerable experience utilizing a Small Purchase Credit Card (SPCC) and performing monthly reconciliation of the card.

* Experience demonstrating the ability to work independently with minimum supervision in a fast-paced environment.

* Experience demonstrating the ability to work with internal and external customers.

* Experience making oral and written presentations as well as providing occasional hands-on training.

* Considerable knowledge and ability with PC applications (MS-Suite, Word, PowerPoint, Outlook, Excel, etc.).

* Virginia Contracting Associate (VCA) certification must be obtained within one (1) year of employment.

Additional Considerations

* Virginia Contracting Associate (VCA) certification, or Virginia Contract Officer (VCO) certification is desired.

* Considerable experience with contract purchases and the procurement of goods and services, specifically requests for Proposal (RFP) and Invitation for Bid (IFB).
