Job Duties About SCHEVThe State Council of Higher Education for Virginia (SCHEV) is the coordinating body for the nation’s pre-eminent system of postsecondary education. Among its primary responsibilities are: the development of a statewide strategic plan for higher education; the facilitation of collaboration among postsecondary institutions that enhances academic quality and operational efficiency; and the development of system-level recommendations on budgetary and policy matters.
The Council and its staff play multiple, statutory roles in financial, budgetary and policy matters related to Virginia higher education, including: (i) developing policies, formulae and guidelines for the fair and equitable distribution and use of public funds among the public institutions of higher education; (ii) providing periodic updates of base-adequacy funding guidelines; and (iii) calculating each public institution's basic operations and instruction funding need for each year of each biennium and making that calculation available to the Governor, the General Assembly and the public colleges and universities.
To fulfill these duties and expectations, SCHEV requires expertise in not only finance, accounting, budgeting and policy making, but also in the management of higher-education-related financial information and data.

Aboutthe Position
The primary responsibilities of the Procurement & Asset Specialist will be to provide accurate and timely purchasing functions in accordance with the Virginia Public Procurement Act (VPAA);
Agency Procurement Surplus Property Manual (APSPM); and with SWAM requirements as well as with internal policies/procedures. Specifically, the incumbent of this position will provide oversight of procurement activities for a wide variety of commodities through various procurement methods; analyze procurement program(s) and recommend program/policy/procedure changes to improve operational efficiency; perform outreach activities and communicate with vendors; and ensure policy compliance.
The Procurement Specialist will also be responsible for performing ongoing contract development, administration, and analysis; making recommendations to improve contract and MOU agreements; and procuring goods and services in compliance with Commonwealth legislation specific to procurement statutes for state agencies. This position will assist in financial management of agency funds to ensure compliance with all state and federal mandates and policies/procedures.
This position is located in Richmond, Virginia, and eligible for limited telework.

- Through various systems including, eVA, Cardinal, LAS, FAACS, TEBS, BOA etc. - SPCC Reconciliations and Agency Gold cardholder
- Contract/MOU Management, Coordination, and Administration
- Promote the agency's use of Small, Women-Owned and Minority Owned (SWaM) businesses in regard to supporting the Commonwealth of Virginia's SWaM Initiative
