Senior Advisor For Public Housing Transformation

The City of Richmond is seeking to fill the position of Senior Advisor for Public Housing Transformation to provide strategic direction over the transformation of large-scale public housing developments and their surrounding neighborhoods into communities of choice using a resident-centered approach in partnership with the Richmond Redevelopment and Housing Authority (RRHA). This position reports directly to the City's Mayor with coordination through the Deputy Chief Administrative Officer for Planning and Economic Development.

The Senior Advisor for Public Housing Transformation is a newly-created position responsible for implementing, coordinating and monitoring the physical transformation of public housing neighborhoods and the delivery of services and support for public housing residents with case management services, job training, development and placement to advance individual economic mobility through partnerships with other city and local governmental agencies, public housing residents and nonprofit organizations.

The Senior Advisor for Public Housing Transformation will work closely with RRHA, the City's housing authority to ensure shared goals and objectives are aligned and achieved.

Duties include but are not limited to:

• Developing and implementing comprehensive strategies that align with the City's long-term goals, priorities and plans.
• Implementing adopted neighborhood/community small area plans.
• Fostering strong relationships with the City's public housing authority and its public housing residents.
• Working collaboratively with city departments, non-profit organizations, and community stakeholders to promote neighborhood, housing and family initiatives to further the goals of the transformation plans.
• Serving as the liaison between the Mayor's Office and the public housing authority, community and business organizations ensuring transparency and responsiveness to their needs.
• Reviewing policies, programs, and incentives to stimulate economic growth and redevelopment, with a focus on equity and inclusion.
• Aligning city workforce development initiatives in partnership with RRHA, educational institutions and training organizations.
• Developing and managing public housing transformation budgets and overseeing the effective use of resources.
• Representing the City at local, regional and national events to foster partnerships and attract partners and investors.
• Monitoring and analyzing key performance indicators to evaluate the effectiveness of public housing transformation initiatives.
• Preparing and presenting public housing transformation reports to the Mayor, city leadership, stakeholders, and the public.

Qualifications, special certifications and licenses:

MINIMUM TRAINING AND EXPERIENCE:

• Bachelor's Degree in community development, affordable housing, urban planning, public administration, real estate development or a field directly related to any of the above that involved neighborhood transformation.
• A Master's Degree in a field directly related to assignment is preferred.
• Ten years of progressively responsible related experience that includes significant management and supervisory experience.
• Substantial experience with in an urban environment and substantial experience in community engagement and public housing redevelopment.
• An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
