The Department of Behavioral Health and Developmental Services (DBHDS) seeks a qualified individual to serve as a State Opioid Treatment Authority (SOTA) Specialist. The position oversees and coordinates opioid treatment programs (OTPs) across the Commonwealth, ensures compliance with federal and state regulations, provides technical assistance to OTP providers, and collaborates with stakeholders to expand access to evidence-based treatment for opioid use disorder.

This role serves as the primary liaison with SAMHSA and other regulatory bodies, monitors program performance, and supports initiatives to improve quality of care and patient outcomes. The position is funded by a federal grant ending September 30, 2026 and is not eligible for layoff benefits per DHRM state policy 1.30. Continued employment beyond the stated end date is contingent upon funding.

• Monitor OTP performance through data analysis, audits, and site reviews to ensure adherence to standards and improve patient outcomes.
• Collaborate with stakeholders, including healthcare providers, community organizations, and state agencies, to expand access to medication-assisted treatment (MAT).
• Develop and implement policies, procedures, and training to support OTP operations and enhance service delivery.
• Prepare reports and maintain accurate documentation for federal and state reporting requirements.

Comprehensive knowledge of opioid use disorder (OUD) treatment, including medication-assisted treatment (MAT) and related federal and state regulations; knowledge of the disease of addiction, principles of recovery, relapse prevention, and contemporary treatments of opioid use disorders. Experience providing technical assistance or consultation to opioid treatment programs or other substance use disorder treatment providers, familiarity with SAMHSA guidelines, DEA requirements, and accreditation standards for opioid treatment programs.

Ability to interpret and apply complex regulations, policies, and accreditation standards. Strong analytical and problem-solving abilities, including proficiency in reviewing data for program performance and compliance.

Knowledge of program administration and policy development in a behavioral health or substance use context; experience working with a government agency or a direct service organization; experience in clinical service delivery.
