Payroll Manager

Location: Richmond, VA vicinity

Hybrid: On‑site 3 days per week at the client

Max Pay Rate: $60/hour

We are seeking an experienced Payroll professional to oversee the accurate and timely delivery of U.S. and international payroll operations
. This role is responsible for ensuring payroll compliance, managing vendor relationships, and supporting complex payroll activities, including executive compensation and benefits. The ideal candidate will bring strong expertise in risk, compliance, and governance
, along with hands‑on payroll leadership experience.

• Oversee on‑cycle and off‑cycle payroll processing for U.S. payroll and international payroll as needed
• Manage manual check processing
  , payroll funding, and financial reporting
• Ensure compliance with corporate policies, legal requirements, and tax obligations
• Oversee tax payments and reporting
  , garnishments, W‑2 delivery, and statutory payments
• Ensure payroll systems are properly configured by monitoring, testing, and validating system updates
• Maintain required payroll documentation and record retention
• Serve as a payroll subject matter expert
  , providing guidance and best practices
• Manage third‑party vendor relationships and SLAs
  , ensuring compliance with SOWs and contracts
• Perform audits on internal payroll operations and third‑party vendors
• Support risk management and compliance initiatives
  , including executive payroll matters such as PSUs and RSUs

• Strong experience overseeing U.S. payroll operations
  ; international payroll exposure preferred
• Proven background in risk, compliance, and internal controls
• Hands‑on experience with executive compensation and benefits
  , including PSUs and RSUs
• Experience managing third‑party payroll vendors and service‑level agreements
• Demonstrated ability to lead audits and ensure regulatory compliance
