The Virginia Department of Corrections is one of the Commonwealth’s largest state agencies, with a workforce of more than 11,000 employees serving in correctional facilities, probation and parole offices, administrative operations, and other locations across Virginia. Human Resources & Staff Development provides an integrated workforce system encompassing human resources, training, leadership development, organizational learning, employee support, and workforce innovation.
The Benefits Analyst Senior is part of a team committed not only to administering benefits accurately, but also to continuously improving how HR services are delivered. The successful incumbent will combine benefits expertise, analytical ability, technology fluency, problem-solving, and a strong commitment to employee service.
The position requires exceptional attention to detail, sound judgment, confidentiality, initiative, and the ability to independently manage complex and recurring analytical responsibilities while remaining responsive to individual employee needs. The position collaborates extensively with employees, HR professionals, agency leaders, state partners, and benefits vendors and may travel to Department locations to provide retirement counseling, benefits education, training, and other employee support.
The Benefits Analyst Senior serves as a senior benefits specialist within Human Resources & Staff Development (HRSD), helping deliver the programs, services, and support that enable VADOC employees to focus on the Department’s public safety mission. Consistent with VADOC’s People First philosophy, the position plays an important role in ensuring employees have access to accurate, responsive, and knowledgeable benefits support throughout their careers.
A major responsibility of the position is conducting and documenting the monthly reconciliation of VRS Navigator (VNAV) data with Cardinal to ensure the accuracy and integrity of employee retirement and benefits records. The position serves as a subject matter resource for employees and HR professionals by responding to benefits inquiries; researching and resolving complex issues; providing retirement counseling; delivering benefits training and presentations;

and supporting the administration of retirement, health, disability, leave, wellness, and other employee benefit programs.
As a member of the Employee Benefits and Wellness team, the position provides critical analytical and operational support to the Employee Benefits Manager and is expected to develop and maintain a high level of expertise across benefits programs, systems, policies, and processes. The Benefits Analyst Senior is also expected to look beyond today's processes by embracing continuous improvement and leveraging technology, data, automation, and emerging tools to strengthen accuracy, efficiency, accessibility, and the employee experience.

Minimum Qualifications

Considerable knowledge of Commonwealth of Virginia employee benefit programs, including VRS retirement, health benefits, VSDP, FMLA, and related leave and benefit programs. Demonstrated experience administering benefits, resolving employee inquiries, interpreting complex benefit policies and program requirements, and performing benefits, retirement, payroll, or HR data reconciliations. Strong analytical, problem-solving, and customer service skills with demonstrated attention to detail and confidentiality. Demonstrated ability to provide retirement counseling, benefits training, presentations, and guidance to employees and HR professionals.

Proficiency with HR systems, spreadsheets, and technology, with the ability to use data, technology, and process improvement to strengthen accuracy, efficiency, and service delivery.
