Project Manager ; Part-time – Position

Contract Length: 8 months with possibility of extension based on performance and project need. Candidates should be local to Richmond, VA. Hybrid with on-site presence once a week. This role is 20 hours per week with a maximum of 640 hours and will remain a part-time engagement until completed.

Project Manager will provide project management oversight for the design, configuration, staff training and implementation of client’s replacement licensing and management system and to provide internal support for the steps required by Virginia Information Technology Agency (VITA).

Project management activities include leading team members through process mapping and requirements gathering, serving as the day‑to‑day point of contact for the project and overseeing various system implementation phases and processes, overseeing acceptable user acceptance testing, certifying that the solution is ready for deployment and is fully implemented as planned. The Project Manager will also be responsible for change management, overall vendor management, and project closeout.

Strong management and leadership skills, ability to set and maintain adherence to project goals with internal team and IT vendor, maintain project time frames, budgeting estimates and status reports for executive management and the board, coordinate project team members, develop and track schedules and individual responsibilities, implement IT strategies that deliver projects on schedule and within budget.

Certified Project Management Professional (PMP) certification through the Project Management Institute (PMI) required with demonstrated experience in effective team building, communication skills, knowledge and experience in successfully executing SaaS or PaaS implementation with strong vendor management skills, experience assisting Commonwealth of Virginia agencies in planning, developing, and validating functional and technical requirements to support the implementation of IT solutions, knowledge of current Commonwealth of Virginia policies, standards, procedures, and practices, particularly those related to VITA.

• Cloud & SaaS Expertise:
  Strong background in planning, executing, and managing cloud-hosted SaaS implementation projects. 10 Years

  Deep knowledge of Agile and Waterfall principles, with hands‑on experience running Scrum, Kanban, and Waterfall projects. 10 Years
• Vendor Management:
  Skilled in collaborating with vendors and overseeing successful implementation of vendor solutions. 10 Years
