YSI is seeking a highly skilled Business Analyst 4 to join our team supporting the Virginia Department of Transportation (VDOT). The ideal candidate will have a strong background in IT software/application projects, analytical thinking, and stakeholder engagement within Agile and Waterfall environments.

Analytical Thinking & Problem Solving

• Analyze and deconstruct complex systems and processes into manageable parts
• Identify root causes of issues rather than just addressing symptoms
• Deliver actionable insights for technical and business teams

Technical Proficiency

• Understand enterprise systems such as Oracle and SQL Server
• Demonstrate working knowledge of databases (SQL), APIs, and Data Flow Diagrams
• Translate business requirements into technical specifications without being a developer

Requirements Gathering & Documentation

• Conduct stakeholder interviews, workshops, and walkthroughs
• Document functional and non-functional requirements that are clear and testable
• Use Azure Dev Ops (TFS) to manage Agile artifacts:
  Epics, Features, User Stories, Tasks, Test Plans, and Test Cases
• Create visual diagrams to explain changes to technical teams and executive stakeholders

Project Methodologies

• Work across Agile/Scrum (including SAFe) and Waterfall environments
• Contribute to sprint planning, backlog grooming, and user story refinement
• Bridge communication gaps between business and technical teams
• Write clear and concise documentation and deliver effective presentations
• Navigate conflicting priorities, handle pushback, and resolve issues diplomatically

Process Modeling & Testing

• Create Business Process Models using Swim Lane and Flowchart Diagrams
• Support system rollouts, user onboarding, and change adoption
• Perform system integration testing and assist with User Acceptance Testing (U

Required Qualifications:

• 5+ years of experience as a Business Analyst on IT software/application projects
• Proven ability to analyze, document, and improve business and technical processes
• Demonstrated experience with enterprise IT systems and Agile tools (Azure Dev Ops preferred)
• Strong communication, facilitation, and organizational skills
• Must be available for in-person interviews and able to work onsite 3 days/week in Richmond, VA
