Job Description

The client is seeking an experienced senior project manager with a strong background in technology project work and demonstrated experience in implementing technical solutions. This person will be responsible for managing a SQL Server database migration/upgrade project.

The ideal candidate will bring strong technology and infrastructure domain expertise and specific experience managing technology upgrade projects. They should have deep project delivery experience and thrive in a highly collaborative and fast‑paced work environment.

Responsibilities
  • Take full accountabilities for all aspects of the project.
  • Drive delivery across multiple business and technology teams, closely monitoring and highlighting resource constraints, dependencies across teams.
  • Work to resolve conflicts regarding resourcing, timing, costs, and scope.
  • Create project plans, align resources, communicate status, highlight risks and options.
  • Oversee testing. Coordinate with business users, technical staff, and quality assurance managers to develop test data and test procedures to verify application functionality.
  • Ensure systems implementation efforts do not compromise the availability and performance of existing systems or services.
  • Host recurring and ad hoc meetings to review progress, deliverables, and drive decisions.
  • Escalate project issues, manage expectations, and propose creative solutions.
  • Provide clear and actionable reporting and metrics.
  • Build effective, highly collaborative relationships with key stakeholders across multiple disciplines.
  • Work with other technology teams to ensure compliance with client’s and Commonwealth technology and security related policies and regulations.
Knowledge, Skills, and Abilities
  • Extensive project and program management experience with a proven track record in successfully leading technology initiatives from a cross‑functional perspective.
  • Skilled in managing resource contention, stakeholder expectations, and more.
  • Ability to plan and deliver projects in blended Agile and traditional Waterfall environments.
  • Proactively anticipate project risks and lead others in employing mitigation measures.
  • Approaches decisions with an eye on minimizing operational risk.
  • Manage priorities to guarantee goal attainment.
  • Effectively communicate challenges and decisions.
  • Proactive, highly detailed, organized.
  • Exceptional verbal and written communication skills.
  • Thrive in an “influence without authority” type of role.
  • Personable and approachable leadership style; capable of collaborating and influencing at all levels.
  • Ability to develop strong working relationships and build trust and respect with engineering teams.
  • Analytical mindset, highly effective at problem solving and decision making.
  • Skilled in interpreting ambiguously defined problems and clarifying objectives.
  • Ability to synthesize large amounts of data into concise meaningful insights and recommendations.
  • Knowledge of Commonwealth of Virginia (COV) SEC 530 controls preferred.
Education and Experience
  • Bachelor’s degree from a four‑year college or university.
  • 10+ years of experience with technology organizations.
  • 5+ years of experience in project management.
  • PMP or equivalent certification required.
  • Strong working knowledge of Commonwealth of VA Information Security Standard (SEC
    530) preferred.
Additional Requirements

To deliver successful outcomes, the resource must be available within the next 4 weeks. The position requires a hybrid work schedule, including 3 days onsite per week, and may require additional onsite presence for critical meetings and engineering discussions.
