Senior Manager, Technical Program Management; Cloud Operations Resilience Engineering

The Cloud Operations Resilience Engineering (CORE) Technology division is responsible for enabling and evolving Capital One’s foundational cloud infrastructure layer, including observability, connectivity, resilience and availability.

Senior Technical Program Managers in CORE drive program-level delivery of resilient infrastructure projects, regularly collaborating across product, engineering, design, and data science teams to shape the technical vision, mitigate technical risks, and ensure successful delivery.

• Strong technical background, ideally building highly scalable platforms, products, or services, with ability to proactively identify and mitigate technical risks throughout the delivery life‑cycle.

• Bachelor’s Degree.
• At least 5 years of experience managing technical programs.

• 5+ years of experience initiating, executing, and running resilience‑related projects and programs, including cloud- and data center‑based initiatives.
• 5+ years of experience in technical design and implementation of complex networking environments, infrastructure systems, business and core applications.
• 3+ years of experience designing, running, and documenting extensive and complex recovery testing initiatives in production and on‑prod environments, including plan development and validation, evidence collection, and after‑action reporting.
• 3+ years of experience building distributed systems & highly available services using cloud computing services / architecture – preferably using AWS.
• 3+ years experience delivering large and complex programs – owning business or technical vision, collaborating with large cross‑functional teams, securing commitments on deliverables, and unblocking teams to achieve business impact.
• Experience with enterprise‑level resilience planning concepts, including both technical and non‑technical (Business Continuity and Incident Response) considerations.
• Experience building systems and solutions within a highly regulated environment.
• Bachelor’s Degree or higher, or equivalent experience in a related technical field (Computer Science, Software Engineering, Networking, Infrastructure).
