A public-sector transportation organization is seeking a Senior Business Systems Analyst to support software development and business transformation initiatives. The role requires extensive experience in business analysis, Agile methodologies, requirements management, process modeling, testing, stakeholder engagement, and project coordination. Candidates must be local and available to work onsite four days per week during the initial 90-day probation period, with continued weekly onsite presence thereafter.

Key Responsibilities:

• Analyze business processes, identify pain points, and recommend solutions.
• Gather, document, and manage business, functional, and system requirements.
• Develop user stories, acceptance criteria, use cases, process flows, and related artifacts.
• Conduct root cause analysis to identify business and technical issues.
• Create process models, context diagrams, data flow diagrams, wireframes, mockups, and prototypes.
• Translate business needs into technical requirements for development teams.
• Manage product and sprint backlogs in Agile environments.
• Support Scrum ceremonies and collaborate with Product Owners.
• Define test strategies, test plans, test cases, and execute testing activities.
• Coordinate and facilitate User Acceptance Testing (UAT).
• Track requirements through implementation and ensure traceability.
• Serve as liaison between business users, developers, project managers, vendors, and stakeholders.
• Facilitate meetings, document decisions, and communicate project status, risks, and issues.
• Independently manage small projects or work streams.

Required Qualifications:

• 10+ years of business and systems analysis experience.
• 5+ years of Agile Business Analyst experience with strong Scrum knowledge.
• Experience creating and managing product backlogs and sprint backlogs.
• Strong experience translating business requirements into user stories and application requirements.
• Experience defining acceptance criteria and managing acceptance processes.
• Experience working with large, multi-module enterprise systems.
• Strong proficiency with Microsoft Office Suite and Visio.
• Experience with Application Lifecycle Management (ALM) tools.
• Excellent written and verbal communication skills.
• Ability to manage multiple priorities and work independently.

Preferred Qualifications:

• Experience with Team Foundation Server (TFS).
• Experience creating low- and high-fidelity wireframes.
• Experience with Power BI dashboards and reporting.
• Strong SQL query development skills.
• Scrum Master certification or equivalent Agile leadership experience.
• Experience with Jira, Confluence, and Microsoft Project.
• Experience managing small projects independently.

Technical

Skills:

• Microsoft Office Suite (Word, Excel, Access, Outlook, PowerPoint)

• Power BI or Tableau
• Oracle SQL and/or SQL Server
• Figma or Balsamiq
• Application Lifecycle Management (ALM) tools

Work Arrangement:

• Local candidates only.
• Onsite 4 days per week during the first 90 days.
• Potential reduction in onsite requirements after probation, but regular onsite attendance remains required.

Experience Level:

• Senior (10+ years Business Systems Analysis)
• Strong Agile/Scrum and SDLC experience required.

Extensive experience extracting requirements using interviews, document analysis, requirements workshops, use cases

Strong experience in writing complex Sql queries for data extraction, transformation and reporting

Experience building interactive dashboards and reports using Power BI Desktop.

Experience in managing projects & Sprints as a Project Coordinator

Certified Business Analysis Professional (CBAP) - Desired - 5 - Years
