Sr Project Manager

Responsibilities

• Senior PM responsible for planning and implementation of Revenue Life cycle replacement system.
• Manage vendor and internal DBHDS staff activities in a high‑risk, complex project with multiple work streams.
• Get involved in day‑to‑day execution.
• Coordinate vendors and consultants, DBHDS IT and business staff.
• Perform standard project management tasks: track budget and expenditures, develop and track schedule, identify and mitigate risks, manage vendors, supervise team work.
• Develop and present presentations to senior leadership.
• Oversee and manage execution/coordination of day‑to‑day project activities.
• Manage working relationships with stakeholders: executive management, business management, vendors, project sponsors, suppliers, and technology management.
• Collaborate with external (vendor/suppliers) and internal technology leads and solution architects to incorporate agency best practices into project plans.
• Drive consistent project delivery through entire project lifecycle: execute procurements, define project plans, resource allocation, manage risks, scope, schedule, deliver value, transition to operations.
• Monitor progress by third‑party vendors and define/measure their progress with metrics.
• Adhere to DBHDS and VITA project management practices and governance requirements.
• Facilitate resolution of technical and non‑technical risks and issues.
• Lead and coordinate scoping, technical requirements gathering, estimating and planning for single or multiple work‑streams.

• Strong analytical, organizational, problem‑solving and decision‑making skills (10 years experience).
• Ability to lead others to implement new approaches, systems, structures, and methods (10 years).
• Solid understanding of software development life cycle models (10 years).
• Ability to understand technology at a level to represent project team in multiple forums (10 years).
• Strong experience leading business & IT resources thru discovery/documentation of requirements in proposal requests (10 years).
• Exceptional knowledge of both Agile and Waterfall project management principles and practices (10 years).
• Active PMP certification from PMI. Upload a copy under Reference Tab to be considered (10 years required).
• Ability to run scrum, kanban or waterfall best practices (10 years).
• Experience leading large program with multiple work streams (5 years).
• Experience working with vendor and implementing vendor solutions (5 years).
• Strong experience developing, executing, and managing cloud hosted SaaS implementation projects (5 years).
• Experience with Data Modernization & Enterprise Data Warehouse (highly desired, 5 years).
• Experience with VITA high category project management (highly desired, 5 years).
• Experience managing complex initiatives involving RFI, RFP, RFQ, etc. (highly desired, 5 years).
• Experience managing projects to build, replace and implement Financial Management Systems (highly desired, 5 years).
