Project Manager Position

Project Manager For Open Gov Implementation

Contract Length: 7 months with the possibility of extending based on project need. Candidates must reside in the Richmond metropolitan area.

This role is onsite. A hybrid schedule may be an option down the road. Be aware, initially the role will be on site.

The Project Manager for the Open Gov Implementation will oversee the planning, execution, and successful delivery of Open Gov software solutions across the organization. This role ensures that project milestones are met, stakeholders are aligned, and the implementation remains on schedule, within scope, and compliant with operational requirements. The Project Manager will act as the primary liaison between internal departments, Open Gov representatives, and external partners.

Project Planning & Coordination

• Develop and manage a comprehensive project plan outlining timelines, deliverables, dependencies, and resources.
• Coordinate with Open Gov implementation teams and internal stakeholders to ensure alignment on goals, requirements, and expectations.
• Facilitate project kickoff meetings, status updates, and progress reviews.
• Identify risks, issues, and barriers early, and work with stakeholders to resolve them.

Implementation Oversight

• Ensure all required data, documentation, and process workflows are prepared for integration into Open Gov.
• Oversee configuration, testing, and validation of Open Gov modules.
• Monitor progress against milestones and adjust plans as needed to ensure timely completion.
• Ensure that internal teams complete assigned tasks and meet their deadlines.

Communication & Stakeholder Management

• Serve as the central point of contact for all communication related to the implementation.
• Provide regular project updates to executive leadership, department heads, and Open Gov representatives.
• Facilitate decision-making and ensure clear documentation of changes or scope updates.

Training & Adoption

• Coordinate end-user training sessions with Open Gov or internal trainers.
• Ensure staff understand new workflows and system features.
• Support user readiness and promote strong adoption across the organization.

Documentation & Reporting

• Develop and maintain project documentation including plans, summaries, meeting notes, and change logs.
• Track project performance and prepare post-implementation evaluation reports.

Strong understanding of project management principles, methodologies, and software implementation practices.

Knowledge of workflow design, process mapping, and change management best practices.

Familiarity with government or public-sector operations (preferred, if applicable).

Excellent organizational and planning skills to manage multiple tasks, deadlines, and stakeholders.

Strong written and verbal communication skills.

Skilled in problem-solving, decision-making, and conflict resolution.

Proficiency with project management tools (e.g., MS Project, Asana, , Smartsheet).

Ability to lead cross-functional teams and guide them through complex changes.

Ability to translate technical concepts into user-friendly language.

Ability to adapt to evolving project requirements and work under pressure.

Ability to manage large-scale implementations with accuracy and attention to detail.
