The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Senior Business Systems Analyst in Richmond, Virginia. This position supports the evaluation, improvement, implementation, and ongoing enhancement of business processes and technology solutions across all DCJS divisions. - Serve as the lead liaison between agency divisions, Computer Services, vendors, and other stakeholders for assigned technology initiatives.
- Lead interviews, discovery sessions, requirements workshops, process reviews, and other business analysis activities.
- Analyze business needs, policies, workflows, data requirements, system dependencies, and operational challenges to identify root causes and appropriate solutions.
- Document current state and future state processes and recommend opportunities for process improvement, standardization, automation, and modernization.
- Develop and manage clear, testable business requirements, functional requirements, user stories, process models, acceptance criteria, and related documentation.
- Translate business needs into actionable information for developers, vendors, security staff, and other technical resources.
- Facilitate stakeholder decisions and help resolve conflicting requirements, priorities, and expectations.
- Evaluate proposed solutions for alignment with business objectives, agency standards, security, accessibility, data requirements, and applicable Commonwealth policies.
- Identify and communicate assumptions, constraints, dependencies, risks, and requirement changes throughout the solution lifecycle.
- Assist business units with prioritizing enhancements, application backlogs, technology investments, and modernization needs.
- Develop test scenarios and coordinate or participate in system testing, defect validation, user acceptance testing, and formal business approval.
- Support implementation readiness, training, documentation, organizational change, and post implementation evaluation.
- Promote consistent business analysis standards, templates, and practices and provide guidance to staff participating in requirements and testing activities.
- Demonstrated expertise in business analysis, requirements management, process improvement, solution evaluation, and systems development practices.
- Proven capability to lead the elicitation, analysis, validation, documentation, prioritization, and management of complex business and system requirements.
- Demonstrated proficiency in developing process flows, user stories, functional requirements, acceptance criteria, test cases, and related analysis documentation.
- Hands‑on experience applying project and systems development lifecycle methodologies, including Agile, Waterfall, and hybrid approaches.
- Proven ability to analyze complex business problems, identify root causes, evaluate alternatives, and recommend practical solutions.
- Demonstrated ability to translate business needs into clear and actionable information for technical teams, vendors, and decision makers.
- Experience supporting testing, defect management, user acceptance, implementation readiness, and organizational change.
- Strong facilitation, interviewing, negotiation, presentation, stakeholder management, and consensus building skills.
