** Job Description*
* ** Turner & Townsend** is looking for an
** Associate Director of Procurement Delivery / Project Management
** to join our team. The Associate Director will be a member of the Procurement and Supply Chain team and will primarily be responsible to support the client in driving delivery of a key client commission. This is a senior, client-facing position requiring strategic judgment, disciplined governance, and hands-on execution in a complex project environment.
+ Lead the procurement and supply chain workstream from mobilization through sourcing, contract execution, manufacturing, delivery, and closeout.
+ Act as the principal interface between our firm, client procurement leadership, project disciplines, Tier 1 contractors, suppliers, and other delivery partners.
+ Provide procurement services and recommendations while preserving Client's direct contracting authority and complying with Client policies, procedures, systems, and governance requirements.
+ Build an integrated, auditable approach that provides visibility of commercial status, supplier performance, quality, schedule, logistics, and risk.
** Responsibilities: *
* Strategy, Governance, & Team Leadership
+ Develop and maintain the Procurement Plan, delivery model, package strategy, procurement schedule, resource plan, governance calendar, stakeholder interfaces, and performance reporting.
+ Ensure execution complies with Client policies, procedures, approval gates, confidentiality requirements, systems, and agreed review periods.
+ Lead, coach, and coordinate the procurement team; define roles, decision rights, deliverables, escalation paths, and interfaces with engineering, construction, project controls, legal, quality, and site teams.
+ The team will be responsible for:
** Direct Procurement*
* + Lead supplier prequalification, market engagement, NDA verification, bidder-list development, and package-specific sourcing strategies.
+ Direct the preparation and coordination of RFIs, RFPs, bid forms, scopes of work, technical specifications, drawings, commercial documents, and contract exhibits.
+ Manage transparent bidding, bidder communications, clarifications, evaluation criteria, technical and commercial evaluations, governance submissions, and detailed recommendations for award.
+ Coordinate contract formation with Client stakeholders and legal counsel, compile final contract documents, and support execution readiness.
** Contractor oversight & commercial management*
* + Oversee Tier 1 contractor buyout activities not covered by fixed-price arrangements, reviewing procurement documentation, market engagement, bid processes, evaluations, and scope coverage.
+ Promote commercial transparency, best value, and early closure of scope gaps while maintaining a collaborative relationship with construction contractors.
+ Review change-order requests for contractual compliance, entitlement, justification, quantities, cost, and market alignment; develop negotiation strategies and lead or support negotiations as directed.
