This role will lead a multi-disciplinary team in VDOT’s Business Integrated Solutions Division (BISD). The division conducts business process improvement, business reengineering, organizational change management, business system requirements, operational and productivity studies, financial and cost benefit analyses, surveys and statistical work, trends, and data analyses. These services are provided to maximize quality and increase the efficiency and effectiveness of the Department's operations.

Job Description

Interpret and analyze policies, procedures and business processes, and monitor program compliance. Provide technical guidance related to performance management, organizational effectiveness and problem resolution across the agency. Role is a proactive and analytical process improvement manager that provides day-to-day leadership and support for critical functions within the Business Integrated Solutions Division. This role will lead multiple simultaneous initiatives that streamline operations, enhance systems, and support organizational change.

This is a working manager role that will partner with direct staff and cross-functional teams to identify bottlenecks, map workflows, and implement solutions that drive measurable impact.

How you will contribute
  • Data Information Systems:
    Directs others in using VDOT's data information systems to mine data and analyze and interpret results and developing automated management information reports for use by managers at all levels within VDOT but particularly senior leadership. Develops performance measures that ensure VDOT is meeting goals and objectives as outlined in the department strategic plan and business plan.
  • Leadership:
    Manage a team of Sr. Management Analysts, providing direction and support for projects.
  • Organizational Change Management:
    Lead or support the successful implementation of organizational changes to tools, systems, or processes.
  • Process Improvement:
    Lead or support process improvement of complex procedures, systems, or policies and provide timely and actionable recommendations.
  • System/Solution Requirements:
    Lead or support the collection of business requirements for complex systems undergoing replacement or major enhancement.

  • Experience interpreting laws, policies and procedures.
  • High-level negotiation or mediation skills.
  • In-depth knowledge of state government organizations, functions, and transportation systems, operations, and procedures.

  • Proven ability to lead teams having diverse backgrounds to successful results.
