The City of Richmond Department of Public Utilities – Field Operations seeks a Field Operations Coordinator Supervisor to oversee staff in the Field Operations Logistics Center. The successful candidate will work the 4:00 pm to 12:00 am shift.
Duties- Schedule and assign work to crews for emergency and non‑emergency situations.
- Monitor workload, overtime, and performance to ensure proper work order completion.
- Coordinate with other City departments or outside agencies to ensure safety and efficient use of resources.
- Disseminate accurate information to internal and external customers.
- Train new employees, recommend hiring and termination decisions, and conduct performance evaluations.
- Generate routine reports.
- Develop policies and procedures for dispatch personnel.
This position requires the employee to report for emergency and on‑call duty in response to inclement weather or natural disasters, and to work overtime, including weekends, nights, and holidays as needed.
Qualifications, Special Certifications and Licenses Minimum Training and Experience- Associate’s Degree in a relevant field such as Logistics or Communications, or equivalent two years of college.
- Four years of related experience.
- An equivalent combination of training and experience may be used to meet the minimum qualifications of the classification.
Special Requirements

- Previous supervisory experience.
- Experience in an emergency communications environment.
- Experience with Microsoft Office Suite.
- Experience in utilities field service / logistics / emergency communications.
- Basic dispatch codes, standard abbreviations, and industry terminology used by emergency utilities services.
- Computer programs such as Microsoft Office Suite.
- Electronic databases and related software (e.g., Service Suite, CISProd, Cisco Finesse).
- Emergency utilities communications practices and procedures.
- General console and handheld radio knowledge.
- Scheduling staff.
- Answering emergency, non‑emergency, and administrative calls.
- Investigating complaints.
- Providing customer service orally and in writing.
- Using equipment such as multi‑line phones, printers, computers, and Motorola consoles and handheld radios.
- Providing leadership, coaching, guiding, and recommending discipline.
- Supervise others and demonstrate leadership.
- Motivate employees.
- Manage time effectively.
- Show empathy and compassion.
- Multi‑task, prioritize, and follow procedures.
- Problem‑solve and make decisions.
- Handle stressful situations.

Environmental HazardsWork can involve travel, exposure to hazardous physical conditions, fumes, odors, dust, gases, intense noise, and other environmental hazards.
Physical Requirements and Working EnvironmentEmployees must perform detailed work on multiple tasks with frequent interruptions and time constraints. Tasks include reaching, standing, pushing, pulling, climbing, and repetitive motions of the wrists, hands, and fingers. The job is considered sedentary with occasional exertion up to 10 lb.
