Description

The anticipated hiring range is $78,829 - $102,936. The City of Richmond, Department of Parks, Recreation, and Community Facilities is seeking a qualified Program and Operations Supervisor to support the day-to-day operations, specifically within the Park Operations & Cemeteries Division. The role focuses on advancing community engagement, coordinating volunteer initiatives, and strengthening partnerships with corporate groups, Friends-of-Parks organizations, civic associations, and other community stakeholders working to enhance and steward Richmond's parks and cemetery spaces.

This position will be responsible for coordinating a community engagement advisory committee which will include support agencies that make up the City of Richmond's Operations Portfolio, including the Department of Public Utilities and Department of Public Works, Friends group leaders, non-profits, and civic associations that offer support and resources which enhance PRCF's ability to improve Richmond's green spaces and help build communities that thrive.

The position will work with PRCF leadership to develop annual volunteer recognition program to recognize and honor the contributions of individuals and groups who support the City's public green spaces. This position will support the administrative functions and objectives of PRCF and assist with ensuring overall work performance and customer service goals align with the established standards. This position will be responsible for building and maintaining a healthy working relationship with diverse stakeholder groups, other City of Richmond Departments, and non-profit leaders who support the maintenance and stewardship efforts of the Operations & Maintenance Division of PRCF.

Duties

Include But Are Not Limited To
  • Coordinating, managing, and documenting PRCF volunteer and community events that support parks and cemeteries
  • Regular reporting of key performance indicators that demonstrate the impact of volunteer projects and the success of PRCF's community engagement initiatives
  • Capturing and maintaining volunteer and community engagement data
  • Acting as liaison and first point of contact for PRCF with Friends of parks groups, volunteers, and other civic agencies
  • Contributing to the development and implementation of necessary community and volunteer engagement policies and procedures across the division, and ensuring adherence to acceptable industry standards
  • Identifying, determining, and planning for training and workshops related to volunteer and community engagement, as necessary
  • Assisting with program budget management and preparation
  • Providing updates on industry's best practices, challenges, or changes in strategies or priorities related to community engagement
  • Identifying grant opportunities and applying for funding to enhance program impact
  • Supervising assigned staff and coordinating work assignments
  • Conducting staff performance evaluations
  • Communicating in a timely and professional manner with other City departments and external partners to ensure successful coordination of project and event collaboration
Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND

EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of journey-level professional experience in area related to assignment
  • A Master's degree in business, public administration, or field directly related to assignment may be preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A certification as a Property Maintenance Inspector or a Property Maintenance Code Official through the Virginia Department of Housing and Community Development is required for certain Planning and Development Review positions.
  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
