General Description

The Director of Facility Services provides strategic leadership, oversight, and management of all district facilities, maintenance, construction, and capital improvement programs. The Director ensures all Richmond Public Schools’ facilities are maintained in a safe, efficient, and compliant condition to support high-quality learning environments. This position manages facility planning, construction, maintenance operations, and related budgets; assures compliance with all applicable local, state, and federal regulations;

and directs department personnel in achieving district goals.

Essential Duties and Responsibilities
  • Plans, coordinates, and directs all facility operations, including maintenance, construction, renovation, and capital improvement projects across the district.
  • Develops and implements strategic goals and operational plans for the Facilities Department to ensure efficiency, sustainability, and compliance with applicable regulations, including Department of State Architect (DSA) and Public Works requirements.
  • Manages a multi-million dollar facilities budget to ensure responsible, efficient, and prioritized use of limited operational dollars to maximize the quality of facilities in the division.
  • Supervises and evaluates or supports across teams over 200 assigned personnel including managers, supervisors, and skilled trades staff; recommends hiring, transfers, promotions, and disciplinary actions as appropriate.
  • Provides leadership for the district’s construction management and maintenance operations, including project design, bidding, contract management, and construction oversight.
  • Collaborates with and provides feedback to the district’s construction team to ensure coordination and alignment.
  • Prepares and reviews technical specifications and bid documents for all major projects requiring competitive procurement and/or regulatory approval.
  • Coordinates with district administrators, consultants, and contractors to minimize the impact of construction and maintenance activities on school operations and educational programs.
  • Accurately estimates time, materials, and labor costs for proposed projects and monitors expenditures to ensure adherence to approved budgets.
  • Ensures compliance with safety, environmental, and regulatory standards through routine inspections, documentation, and corrective action planning and execution.
  • Develops and maintains strong partnerships with local fire, building, and city planning officials to ensure adherence to codes, permits, and safety protocols.
  • Analyzes facility needs data and prepares reports for the Chief Operating Officer and School Board regarding project progress, performance metrics, and long-term planning.
  • Directs emergency response and recovery efforts related to district facilities, ensuring timely communication and coordination with internal and external stakeholders.
  • Promotes a culture of collaboration, accountability, and continuous improvement within the Facilities Department.
  • Responds to emergency situations and urgent facility needs outside of normal business hours as required.
  • Performs all other duties as assigned.
Qualifications
  • Bachelor’s Degree in Facilities Management, Engineering, Architecture, Construction Management, or a related field. Master’s degree in a related field preferred.
  • Ten (10) years of progressively responsible experience in facilities management, construction, or maintenance operations, including at least five (5) years in a supervisory or leadership capacity.
