Under the general direction of the Capital Improvement Program Manager, the Capital Improvement Project Manager for Transit Infrastructure oversees, manages, and coordinates the development and implementation of assigned capital improvement projects from conceptualization through final acceptance, including planning, design and engineering, procurement, construction, close-out, and asset implementation.

The position is primarily responsible for managing GRTC’s transit infrastructure, including bus stop improvements (included but not limited to shelters, benches, trash receptacles, landing pads, signage, and related passenger amenities) and Bus Rapid Transit (BRT) stations, but will also manage other capital projects as assigned.

The incumbent ensures projects are completed on time, within budget, in compliance with applicable regulations, and achieve intended operational and customer service outcomes.

• Develop project plans and implementation approaches, including scope, schedules, budgets, cost estimates, milestones, and resource requirements for assigned capital improvement projects
• Monitor and update project schedules, budgets, expenditures, and forecasts throughout the project lifecycle.
• Ensure assigned projects are completed on time, within budget, and in accordance with established goals and performance standards.
• Collect, assess, and evaluate existing conditions related to transit infrastructure and passenger amenities to support project development and prioritization.
• Coordinate with internal departments, local jurisdictions, consultants, contractors, funding partners, and other stakeholders to support project development, implementation, and delivery
• Coordinate jurisdictional approvals and permitting activities required for transit infrastructure improvements.
• Work with Procurement to prepare and administer Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations for Bid (IFBs), task orders, consultant contracts, purchase orders, and change orders.
• Coordinate with Grants Administration to prepare funding requests and provide accurate reporting to funding partners.
• Review project documents, including construction drawings, maintenance of traffic plans, staging plans, signage and markings plans, technical reports, and construction specifications.
• Develop and maintain project tracking systems, databases, and project files to monitor scope, schedule, budget, milestones, deliverables, and overall project performance.
• Coordinate ongoing infrastructure transit improvement projects with existing and planned transit services, bus stops, shelters, amenities, and related capital initiatives.
• Lead project progress meetings, coordinate status updates, review meeting minutes, and communicate project status to management and stakeholders.
• Prepare progress reports documenting project accomplishments, upcoming activities, risks, schedule variances, and budget status for leadership and executive management.
• Working closely with the Director of Capital Construction and Facility Improvement and the Capital Improvement Program Manager, negotiate critical and controversial issues and resolve conflicts impacting project schedules, costs, scope, and deliverables.
