The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Compliance and Enforcement Manager in Richmond, Virginia.
This position supports the Division of Licensure and Regulatory Services’ five programs (private security, bail bondsmen, bail enforcement agent, special conservator of the peace, and tow truck drivers).

What you will do:The Compliance and Enforcement Manager provides strategic leadership and operational oversight for the Division’s compliance, investigations, adjudication, and criminal history programs. This position ensures regulatory and enforcement activities are conducted consistently, fairly, and in accordance with the Code of Virginia, Virginia Administrative Code, Administrative Procedure Act, and agency policies.
This position oversees staff responsible who support public safety and professional accountability within Virginia’s private security industry and related programs (private security, bail bondsmen, bail enforcement agent, special conservator of the peace, and tow truck drivers). The role serves as a key advisor to Division leadership on enforcement operations, compliance risks, operational improvements, and emerging regulatory issues.
Key responsibilities include:- Leading and managing the Division’s compliance and enforcement functions, including investigations, adjudication, audits, inspections, meet and greets, and criminal history review activities.
- Establishing performance expectations, operational priorities, quality controls, and accountability measures for compliance and enforcement programs.
- Overseeing complex, sensitive, or high-risk investigations and adjudicative matters involving legal, operational, or public safety implications.
- Ensuring investigations, adjudication actions, and criminal history determinations are timely, accurate, defensible, and consistently applied.
- Monitoring trends, appeals outcomes, audit findings, and operational data to identify risks, improve processes, and strengthen program effectiveness.
- Developing and implementing operational improvements, performance measures, and procedures.
- Leading change management and continuous improvement initiatives related to legislation, regulations, technology, and business operations.
- Collaborating with leadership and external stakeholders on regulatory, compliance, and enforcement matters.
- Supporting special projects, legislative implementation efforts, records management compliance, and Freedom of Information Act (FOIA) responses.
- Supervising and developing staff through effective performance management, coaching, training, and professional development.
- Demonstrated leadership experience managing compliance, enforcement, investigations, adjudication, regulatory, legal, or operational programs.
