We are looking for a Quality Assurance Manager (QAM) for construction management, focusing on Highway Construction Management primarily in the Design-Build arena. The QAM will be responsible for managing the QA organization on Design-Build projects and will report directly to the Design-Build Project Manager (DBPM).

Responsibilities
  • Managing the QA program to independently monitor the Quality Control (QC) process by examining QC data and providing independent verification of QC sampling, testing, and inspection records in accordance with relevant contract documents.
  • Reporting directly to the DBPM and overseeing compliance with the established Quality Management Plan (QMP).
  • Conducting QA inspections and testing of all materials and work performed on the project, providing independent verification of the contractor’s QC program.
  • Coordinating and managing internal and external audits of the quality processes for designers, design sub‑consultants, contractors, sub‑contractors, and suppliers.
  • Leading and directing Design‑Build quality assurance efforts in accordance with VDOT’s Minimum Requirements for Quality Assurance and Quality Control on Design‑Build and P3 projects (July 2018).
  • Developing and publishing project QA/QC plans.
  • Conducting audits, inspections, and testing to validate the QC plan.
  • Visiting the project as needed.
  • Managing and coordinating QC & QA materials testing.
  • Preparing the project materials notebook in accordance with VDOT requirements.
  • Maintaining and coordinating appropriate staff for observation and inspection of work.
  • Documenting QA activities and ensuring that QC documentation meets appropriate standards.
  • Ensuring all quality documentation is deposited in the project Document Management System.
  • Preparing Non‑Conformance Reports when appropriate and recommending resolutions.
  • Managing and supervising all nonconformities affecting the quality of products.
  • Certifying that the work shown on the contractor’s monthly pay application is complete and meets relevant contract requirements.
  • Maintaining an awareness of safety and health requirements.
  • Ensuring that off‑site plant inspections are performed by the appropriate entity.
  • Certifying that the project has been constructed in conformance with applicable standards and specifications.
Qualifications
  • Licensed Professional Engineer or ability to obtain license in the Commonwealth of Virginia.
  • Experience in Construction Management and Highway Construction/Infrastructure projects, including inspection, testing, systems integration, power, and communication.
  • 10+ years of related experience, with 3–4 years of project‑related experience and knowledge of applicable federal, state, and local laws and regulations.
  • Minimum of 2 years of coordination/supervisory experience.
  • Excellent communication skills and the ability to identify and communicate – orally and in writing – with a wide range of stakeholders, including contractors, VDOT personnel, government officials, inspectors, and the public.
  • Ability to identify potential projects/clients and market the company’s services.
  • Driver’s license and ability to commute to projects when required.
  • Working knowledge of current industry software programs.
