Job Overview
Out of School Youth Development Specialist – responsible for establishing rapport with youth ages 18‑24, facilitating career exploration, ensuring timely high‑school graduation, and coordinating workforce/post‑secondary education preparation and summer activities. Acts as a positive role model and collaborates with peers, regional workforce staff, local high school personnel, and the community to promote Youth Development Program goals.
Responsibilities- Establish collaborative, innovative learning environments that promote self‑esteem and personal/social responsibility.
- Recruit and market programs to youth.
- Organize, prioritize, and perform multiple tasks simultaneously.
- Conduct case management, determine program eligibility, and maintain accurate, confidential records.
- Interpret and apply policies and procedures across a variety of contexts.
- Recognize multicultural perspectives and emphasize cultural diversity.
- Plan activities and events, including ordering supplies and arranging transportation.
- Communicate effectively orally and in writing with a diverse public.
- Support agency/state emergency declarations as required.
- Extensive experience in social work, counseling, human services, psychology, or equivalent training/experience.
- Knowledge of local and state support services and agencies.
- Demonstrated ability to handle multiple tasks.
- Experience in case management and eligibility determinations.
- Ability to interpret policy and procedures.
- Experience in planning and organizing events.
- Effective communication skills.
- All full‑time classified employees new to Virginia serve a 12‑month probationary period.
Experience working with alternative and at‑risk youth in educational and workforce development settings, familiarity with case management practices, participant engagement, and support service coordination. Preferred: strong interpersonal, communication, and relationship‑building skills.
