Pretrial Probation Officer

The City of Virginia Beach Department of Human Services is seeking to hire three experienced Pretrial Probation Officers for the Community Corrections and Pretrial Services Division. The ideal candidate will have Criminal Justice experience and have worked with justice-involved individuals with mental health and substance use disorders.

Duties:

  • Conduct, subject to court approval, drug and alcohol screenings, or tests at investigation or following release to pretrial supervision and conduct or facilitate the preparation of screenings or assessments or both pursuant to state-approved protocols; request lab conformations for drug test results as needed, effectively interpret results and present accurate information to the Court as needed; conduct and interpret criminal history/background check to include NCIC/VCIN/DMV and Local records;

  • Supervise all individuals referred to Pretrial in accordance with standards of the Department of Criminal Justice Services (DCJS), Department of Human Services (DHS), and the conditions of supervision;
    Supervise individuals placed on home incarceration with or without home electronic monitoring as a condition of release on pretrial supervision.
  • Manage a caseload with various levels of risk and risk needs i.e. Domestic Violence, Substance abuse, and Mental Health, supervise according to determined risk levels, and provide appropriate service referrals.
  • Facilitate placement of individuals placed on pretrial supervision in education and/or treatment programs, including referral to screening for participation in a behavioral health docket that has been established in accordance with § 18.2-254.3 as a treatment service, when ordered as a condition of bail.
  • Seek capiases from a judicial officer in the event any individual placed on supervision fails to comply with the conditions of bail, presents a risk of flight, and/or a risk to public safety.
  • Ability to display a professional demeanor that is conducive to motivating offender change; ability to adapt, modify and change in accordance with best practices as they are implemented within the agency; establish and maintain effective working relationships with court personnel, such as judges, lawyers, commonwealth attorneys, sheriffs, police, other criminal justice employees and individuals of diverse backgrounds.
  • Assist any law enforcement officer with the return to custody of said individuals placed on supervision.
  • Monitor compliance with all orders of the court, address all non-compliance as appropriate, and screen all major non-compliance with a supervisor to ensure appropriate action is taken;
    Prepare written violation or supervision status Court reports as applicable.
  • Seek a motion to show cause for cases requiring a subsequent hearing before the court.
  • Appear/ testify in court as requested as required by the Commonwealth Attorney and the Court. Be prepared to provide accurate, informed, and complete information.
  • Generate and maintain electronic case management files for all individuals placed on supervision for whom you are the assigned supervising officer.
  • Work effectively both independently and as part of a team.
  • Maintain accurate records and reports as required by the Department of Criminal Justice Services and Department of Human Services;
    Ensure the timely flow of all case information and correspondence;
    Keep such records and make such reports as required by the Commonwealth Attorney and Department of Criminal Justice Services.
  • Ability to identify, analyze and resolve challenges and be adaptable to various work environments and other challenging conditions.

Pretrial and Probation Officers may be assigned to one of the following units:
Intake/Investigation Unit, Pretrial, or Probation. All Officers may be moved to different units as the agency's needs dictate. Each unit has specific needs and if shifted to a new unit it may require a change in hours to meet the needs of that unit. Shift start times can range from 5am – 9am and ending shifts can range from 2pm – 5:30pm depending on the units needs.

Core Training:
The selected candidate must successfully complete the Basic Skills Training approved by the DCJS after onboarding and complete the DCJS-approved Core Training after onboarding.
