Job Duties
To plan and operate a system of evidence-based practices and services that support victim awareness/advocacy as it relates to the Code of Virginia as well as related inmate/probationer/parolee programming. To register, assist, explain, and document victim notification of inmate status changes and advocate for victim rights and involvement in the criminal justice system. Provide support, development, and training for the NMVI (Notification and Assistance for Victim Inclusion) notification system and other victimology related and evidence-based programs.
Manage marketing development for victim-centered programs. Develop and manage evaluations of the Victim Services Unit and related programming. To design, plan, implement, analyze, and manage the Statewide Victim Advocacy Program founded on the well-established, contemporary body of evidence-based practices for correctional-based victim services. To incorporate social learning and cognitive-behavioral programming to create victim involvement/input and positive inmate/probationer/parolee change and accountability.
To manage grant reporting and applications (if applicable). To manage statewide victim services and the regional advocate initiative to include the supervision of four regional victim advocates (remote FTE's), re-entry services for victims, case planning, notification, and impact of crime programming/training. To monitor, test, update, and oversee the NAAVI victim notification system and its contractual obligations to ensure proper victim notification and annual adherence to industry standards and technological advances.
To update, manage and present victim related instruction at the DOC Academies and amongst community stakeholders. To maintain a growth mindset for continuous training and maintenance of victimology industry standards to stay competitive and progressive on the national stage.
Minimum Qualifications
Working knowledge of contemporary evidence-based research and practices for correctional operations, including victim/perpetrator programming and post-conviction corrections-based victim advocacy. Working knowledge of case management and crisis intervention techniques. Experience with strategic planning, program evaluation and design, budgetary procedures, and grant writing/reporting. Knowledge of case planning and risk assessment. Leadership experience. Demonstrated ability to manage statewide crime victim services and develop coordinated referrals and networking to agencies statewide.
Demonstrated ability to interpret and explain procedures and laws. Demonstrated ability to work effectively with all levels and as part of a team, and to communicate effectively both orally and in writing.
Additional Considerations
Advanced knowledge in psychology, social work, or criminal justice. Considerable victim advocacy and corrections experience. Knowledge of VADOC procedures, post-conviction advocacy, and the NAAVI notification system/Microsoft Dynamics strongly preferred.
