Summary:

This position oversees several Youth Street Outreach programs and Youth Hub Drop-In programs in Central Virginia, and translates strategic initiatives into program goals, operational priorities, reporting expectations, and implementation plans. It ensures program quality, staffing coverage, stakeholder coordination, grant compliance, spending oversight, and cross-program communication. The position also develops implementation frameworks for expansion plans and supports policy development, audits, data quality, and agency initiatives.

Essential Duties And Responsibilities Include The Following. Other Duties May Be Assigned. Reasonable Accommodations May Be Made To Enable Individuals With Disabilities To Perform The Essential Functions.

  • Manage all aspects of assigned programs and ensure that programs operate according to established best practices and within their established operating budgets.
  • Provide leadership in developing new programming in collaboration with community stakeholders including partner agencies and funders.
  • Participates in program budget preparation, planning for program development, and invoice reconciliation.
  • Assists with writing grants and with other initiatives to secure funding from government and private sources.
  • Monitors program services to ensure that agency policy and procedures are followed.
  • Ensures that program records are in compliance, and that all case documentation is completed on a timely basis.
  • Ensures completion and submission of program reports.
  • Provides supervision, guidance and support for staff on client issues, including developing a short-term plan to address immediate needs of clients.
  • Serves as a liaison with other public, private and volunteer agencies involved with the homeless community to develop and coordinate services.
  • Meets the needs of the community by providing referrals for shelter, case management and related services to homeless individuals in the local community.
  • Works with partnering agencies to determine available community services; provides intake and referral based on partner agency services and program criteria.
  • Represents the agency and the division in community meetings and events to promote agency housing services, expand existing services for youth, parenting youth and individuals experiencing a housing crisis, and address causes and prevention for homelessness in the State of Virginia.
  • Keeps abreast of developments in the field of homeless services.
  • Works with agency partners to address data quality standards and agency reporting needs, via HMIS.
  • Assists homeless services staff as needed and provide crisis intervention and back up in cases of absences.
  • Promotes staff professional growth through established training requirements. Represents the Agency in the community and workplace in a professional and ethical manner.
  • Demonstrates sensitivity to the service population's cultural and socioeconomic characteristics.
  • Demonstrates strong interpersonal, decision-making, problem-solving, oral, and written skills.
  • Utilizes a basic knowledge of Microsoft Office applications.
Qualifications

Education and/or

Experience:

Bachelor's Degree in a related field of study required with six years of experience. Two years of supervisory experience is required.
