About the RoleThe Maryland‑National Capital Park and Planning Commission (M‑NCPPC) is seeking multiple Design & Construction Project Manager III (Sr. Project Managers) within its Capital Planning and Development Division. These senior managers will proactively oversee high‑profile capital projects of county‑wide significance, including multi‑generational facilities, regional park master plan implementation, ADA improvements, aquatic facility modernizations, and more.
Key Responsibilities- Serve as project manager for high‑profile capital projects with county‑wide impact.
- Develop and track project objectives, scope, schedules, and budgets.
- Coordinate an internal interdisciplinary team (landscape architects, engineers, planners, construction managers).
- Manage consulting design professionals and construction manager contracts from feasibility through design and permitting phases, reviewing work by outside consultants.
- Obtain required approvals, permits, and inspections to keep projects on schedule and prevent delays.
- Review preliminary design plans, facility plans, written reports, construction drawings, specifications, cost estimates, and related documents for quality assurance.
- Ensure work meets regulatory requirements, design and construction best practices, and state‑of‑the‑art standards.
- Approve design work and final construction documents; certify portions of the work.
- Monitor construction progress to confirm compliance with contract documents.
- Maintain records, files, and prepare reports using established project‑management tools and business processes.
- Deep knowledge of design and construction principles for public/recreation projects, especially trails, accessibility, community, and aquatic facilities.
- Strong written and verbal communication.
- Strong problem‑solving skills for organizing and processing information.
- Excellent collaboration and interpersonal skills with internal staff, federal, state, and local agencies, vendors, consultants, contractors, and the public.
- Proficiency in design and construction project‑management methods for complex, sensitive projects.
- Working knowledge of related disciplines such as environmental, geo‑technical, civil, structural engineering, architecture, landscape architecture, and construction management.
- Experience with e‑Builder or other web‑based project‑management software; proficiency in MS Office, BIM, Sketch Up, and MS Project.
- Bachelor’s degree in Architecture, Landscape Architecture, Engineering, or a related field.
- Six years of progressively responsible designer and/or construction‑manager experience with substantive duties in this class.
- Equivalent education and experience may be substituted for a total of ten years.
- Valid Registered Professional License (Architecture, Landscape Architecture, or Engineering) issued by any U.S. state; a Maryland license required within six months of appointment.
- Valid driver’s license meeting state and Commission rules; must be unencumbered by restrictions or revocations.
Design and Construction Project Manager III. May be subject to medical, drug, and alcohol testing.
