Position: Corporate Accounting Manager (11688, Grade 34)

The Accounting Division in the Finance Department of the Maryland-National Capital Park and Planning Commission (the Commission) is seeking a Corporate Accounting Manager
. This full-time, career position reports directly to the Corporate Accounting Director and manages the General Accounting Section.

The Commission is a bi-county local government agency located outside of Washington D.C. and includes the Planning and Parks Departments for both Montgomery and Prince George’s Counties as well as the Recreation Department in Prince George’s County. As a governmental agency, the Commission primarily uses Fund Accounting as its system of accounting.

Responsibilities
  • Supervises the work programs of seven professional level accountants; prepares annual performance reviews; makes recommendations pertaining to staffing, distribution of work, and hiring; provides and ensures regular training.
  • Coordinates with Corporate Budget Office to review, reconcile and load annual budget into Accounting system.
  • Coordinates and oversees the preparation of the quarterly financial projections for various funds.
  • Reviews and signs off on monthly CIP and all grant billings before submission to the Secretary-Treasurer for signature.
  • Regularly monitors grant and CIP activities and programs.
  • Manages the preparation and compiling of the Commission’s Annual Comprehensive Financial Report (ACFR) which is prepared in accordance with generally accepted accounting principles (GAAP). Oversees and maintains related automation software.
  • Manages the preparation and compiling of the Commission’s Single Audit in conformity with the provisions of the Title 2 United States Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).
  • Assists in coordination with the external auditors and facilitates resolution of audit related requirements.
  • Prepares and ensures year-end entries such as the Payroll accrual, Encumbrance accrual and the allocation of Vouchers Payable are posted.
  • Prepares conversion and elimination entries for the preparation of the Government-wide financial statements.
  • Reviews the Uniform Financial Reports for the State of Maryland to ensure that the reports are submitted properly and in a timely manner.
  • Researches, interprets, and implements new accounting standards and pronouncements put forth by the Government Accounting Standards Board (GASB) and their impact on the Commission.
  • Serves as lead in system implementations and upgrades.
  • Reviews and coordinates Accounting Division input related to Commission financings.
  • Reviews and approves journal entries and various account reconciliations.
Preferred Skills
  • Ability to communicate effectively and concisely, both verbally and in writing.
  • Strong leadership skills in motivating staff members, supervising and promoting teamwork.
  • Comprehensive experience and knowledge of preparing, compiling and reviewing an Annual Comprehensive Financial Report (ACFR) and Single Audits.
  • Comprehensive knowledge of Governmental fund accounting and general accounting.
  • Considerable knowledge and experience with grants, Capital Improvement Programs (CIP), capital assets and the related accounting.
  • Ability to reconcile general ledger accounts and to prepare and interpret financial statements accurately and in a timely manner.
  • Ability to detect errors and discrepancies in data, reports and financial statements and to ensure compliance with accounting policies and principles.
  • Knowledge of GASB pronouncements and GAAP.
  • Experience with Enterprise Resource Systems (ERP) and system implementations.
  • Advanced proficiency using the various Microsoft Office products, especially Excel.
  • Active Certified Public Accountant designation;
    Certified Public Finance Officer (CPFO) or Certified Government Financial Manager (CGFM) certificate is preferred.
  • Membership in the Government Finance Officer’s Association is desirable.
