The County of Riverside's University Health System - Behavioral Health department seeks an Administrative Services Analyst I/II for its Medical Center Contracts Team in Riverside. The incumbent will assist with department requests for purchases of equipment and supplies, contract and service agreements, expenditure reporting, vendor order tracking, workflow analysis and development, and other administrative work as required.
Competitive candidates will have at least one year of experience working with contracts, vendor relations or procurement/purchasing.
Salary RangeAdministrative Services Analyst I: $29.6145 - $39.2863
Administrative Services Analyst II: $35.9601 - $47.7330
- Conduct studies of operational, service and programmatic activities including workflow, organizational structure, operating procedures, space utilization, facilities management, equipment usage, and staffing patterns; develop reports and recommendations based on the analysis of data.
- Assist in the preparation of budgets and perform cost/benefit analysis of specific programs; review financial data on an ongoing basis to ensure conformance with guidelines.
- Monitor adherence to contract terms.
- Develop written procedures to clarify standard practices; design or improve forms to expedite procedures; coordinate publication and dissemination of procedures; review current and pending legislation to determine its effect on departmental operations and programs.
- May assist in grant application preparation; participate in meetings and present or gather data to assist management in operational decisions; prepare records, reports and correspondence.
- May direct, train, assign, and evaluate subordinate clerical and technical personnel in routine tasks.
- Plan, coordinate, and conduct studies of administrative, operational and facilities management activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow and space utilization.
- Develop reports and recommendations based on data analysis.
- Prepare or assist in the preparation and/or review of budgets, analyze budget item requests for justification, examine and recommend fund transfers; review financial data regularly to ensure guideline conformance.
- Recommend and establish contract forms and procedures; monitor contract adherence.
- Research grant funding availability; develop procedures for grant implementation.
- Develop and recommend policies and procedures; design or improve forms to expedite processes.
- Coordinate the publication and dissemination of procedures; review legislation for impact on operations.
- Participate in meetings, present data to aid management decisions.
- May direct, train, assign, and evaluate subordinate personnel in standard tasks.
- Education (OPTION I): Bachelor’s degree in accounting, business or public administration, finance, or related field (or equivalent experience of 1 year full‑time equaling 30 semester or 45 quarter units).
- Experience (OPTION II): Four years of paraprofessional experience in an administrative capacity.
- Experience (OPTION III): One year as an Administrative Services Assistant with the County of Riverside.
- All Options: Knowledge of administration principles, organization, fiscal management, budgetary control and contract monitoring;
Ability to collect and evaluate data, draw conclusions, formulate recommendations, monitor expenditures, interpret legislation and regulations, maintain effective relationships, and communicate clearly.
- Education (OPTION I): Bachelor’s degree in accounting, business or public administration, finance, or related field (or equivalent experience of 1 year full‑time equaling 30 semester or 45 quarter units).
- Experience (OPTION I): One year professional experience in an administrative capacity.
- Education (OPTION II): Same as Option I.
- Experience (OPTION II): Two years of paraprofessional or technical experience in an administrative capacity.
- Experience (OPTION III): One year as an Administrative Services Analyst I with the County of Riverside.
- All Options: Knowledge of administration principles, organization, fiscal management, grantmanship, basic supervision and contract monitoring;
Ability to collect and evaluate data, formulate recommendations, monitor expenditures, maintain fiscal control, develop grant applications, interpret legislation, plan and supervise subordinate staff, maintain relationships, and communicate effectively.
License:
Possession of a valid California Driver's License may be required.
