Position: CITY CLERK SPECIALIST

Position

City of Riverside, City Clerk’s Office is accepting applications for the position of City Clerk Specialist (one vacancy). The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

Work Performed
  • Perform a wide variety of responsible and confidential duties as needed.
  • Compose letters, reports, and other communications on behalf of the City Clerk’s Office ensuring materials are submitted on time; contact participants and coordinate meetings; complete and distribute follow‑up reports.
  • Operate, and remain proficient in, a variety of office equipment, including modern office methods and computer software including document‑management applications (i.e., word processing and Public Records Requests portal) at an advanced level.
  • Perform administrative research and compile information, data and materials.
  • Assist with review, dissemination of assignments for Public Records Requests to departmental liaison(s).
  • Apply principles and practices of classifying, indexing, processing, retrieving, and controlling a large volume of records.
  • Process documents including ordinances, resolutions, contracts, claims and other related documents.
  • Assist with varied duties related to administering Boards and Commissions membership.
  • Perform duties of Passport Acceptance Facility Agent.
  • Perform Notarial Acts in accordance with applicable state laws and established procedures.
  • Recommend and assist in developing and implementing goals, objectives and strategies to support the continuous improvement and modernization of municipal clerk services.
  • Manage departmental requisitions and process invoices for payment; reconcile departmental billing records and bank statements to ensure accuracy and fiscal compliance.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justification for budget items; monitor and control expenditures.
Qualifications

Education: High School graduation or satisfactory equivalent (GED).

Experience: Two years of increasingly responsible office administrative experience.

Highly Desired Qualifications
  • Experience working for a public agency.
  • Qualifications of persons designated by the Department to serve as passport acceptance agents.
Passport Acceptance Agent Requirements
  • 51.22(b) as a passport acceptance agent, the person’s employer must certify that the person:
  • Is a U.S. citizen or a U.S. non‑citizen national.
  • Is 18 years of age or older.
Selection Process

The selection process will begin with an employment application package screening, with the best qualified candidates being invited to participate further in the assessment process. This process may include any combination of written, performance, and oral assessments to evaluate job‑related education, experience, knowledge, skills, and abilities. Successful candidates will be placed on the eligibility list for this classification.

Educational Requirements

Proof of education listed in your application will be requested at the time of conditional offer. Acceptable documentation consists of transcripts or degree, if applicable, by the accredited U.S. college or university.

Education obtained outside the United States requires one of the following options:

  • An equivalency statement from an evaluation company certified by the National Association of Credential Evaluation Services (NACES) at Members – NACES or the Association of International Credential Evaluators Inc. (AICE) at (Use the "Apply for this Job" box below)..
  • An advanced‑level degree from an accredited U.S. college or university.
Benefits
  • Retirement for Classic Members – For employees hired after 1/1/2013 who are CLASSIC MEMBERS of CalPERS or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3‑year final compensation. The required employee contribution is 8 %. The City does not participate in Social Security;
