Senior Continuous Improvement Analyst (BPA III) (Finance)

The County of Riverside's Department of Public Social Services (DPSS) is seeking a highly qualified Senior Continuous Improvement Analyst (Business Process Analyst III) to join the Office of Strategy & Project Management (OSPM). OSPM leads enterprise-wide strategic initiatives and continuous improvement efforts that support the effective execution of departmental priorities. This Office promotes collaboration, best‑practice sharing, Continuous Quality Improvement (CQI), and manages the department's Lean Six Sigma training and improvement program.

This position serves as a senior‑level continuous improvement practitioner and subject‑matter expert responsible for leading complex, cross‑functional initiatives and advancing the department's Lean Six Sigma and CQI systems. The incumbent will independently manage high‑impact projects, coach leaders and teams, and design and facilitate internal Lean Six Sigma training programs to build sustainable internal capacity.

Key Responsibilities
  • Independently develop, lead, and manage multiple high‑priority, complex projects using established project management and continuous improvement methodologies.
  • Lead medium‑to‑large‑scale, cross‑functional process improvement initiatives with measurable, data‑driven, and sustainable outcomes.
  • Apply Lean, Six Sigma, and Continuous Quality Improvement methodologies to analyze, redesign, and optimize business processes.
  • Serve as one of the department's subject‑matter experts in Lean Six Sigma and continuous improvement systems.
  • Design, facilitate, and continuously improve internal Lean Six Sigma and CQI training programs, including curriculum development and instructional delivery.
  • Coach, mentor, and guide staff and leadership at all organizational levels in continuous improvement competencies.
  • Facilitate change management efforts and support leaders in driving organizational transformation aligned with strategic priorities.
  • Support the development, implementation, and sustainment of the department’s Lean Six Sigma infrastructure, including governance reporting, performance metrics, and certification pathways.
  • Align process improvement initiatives with departmental strategic objectives and measurable performance outcomes.
  • Lead Lean initiatives including Value Stream Mapping, Rapid Improvement Events (RIEs), A3 problem‑solving, and Managing for Daily Improvement (MDI) systems.
  • Conduct advanced data analysis; translate findings into actionable insights; and present recommendations clearly and concisely to executive leadership and stakeholders.
  • Develop and maintain dashboards, key performance indicators (KPIs), and performance measurement tools to monitor improvement outcomes.
  • Promote a culture of accountability, ownership, and continuous improvement across divisions.
Required Knowledge, Skills, and Abilities
  • Demonstrated ability to independently conduct complex analysis, interpret large operational datasets, and lead enterprise‑level projects with minimal supervision.
  • Proven experience managing multiple concurrent, high‑priority initiatives with cross‑functional stakeholders.
  • Strong facilitation and stakeholder engagement skills across diverse organizational levels.
  • Experience analyzing and interpreting data from enterprise systems (e.g., case management, financial, HRIS, or other large operational platforms).
  • Experience developing performance dashboards and utilizing data visualization tools such as Power BI or comparable platforms.
  • Proficiency in Microsoft Office applications, including advanced Excel, Word, and PowerPoint skills.
  • Demonstrated ability to coach and mentor teams through process redesign and change implementation.
  • Ability to communicate complex technical concepts to non‑technical audiences in a clear and actionable manner.
Preferred Qualifications
  • Dedicated Lean Facilitator or equivalent enterprise improvement experience.
  • Lean Six Sigma certification (Green Belt or Black Belt preferred) with demonstrated applied experience.
  • Experience leading Lean initiatives, including Value Stream Mapping, Rapid Improvement Events (RIEs), A3 problem‑solving, and MDI systems.
