Building Plans Examiner – Construction Code Review Specialist
Location:
Riverside, CA Pay Rate: $45.00 per hour | Shift: 7 AM-4 PM | Monday-Friday

This Building Plans Examiner – Construction Code Review Specialist role offers the opportunity to apply your technical expertise while supporting builders, contractors, engineers, and the community.
Education RequirementsHigh school diploma or GED required. An associate's or bachelor's degree in Architecture, Civil Engineering, Structural Engineering, Construction Management, or a related field is highly preferred.
Experience RequirementsMinimum of two (2) years of experience performing municipal combination inspections for residential, commercial, or industrial properties. Minimum of one (1) year of experience performing building plan review for a public agency OR one (1) year of progressively responsible experience in:
Architecture Structural or engineering design Drafting Construction Building code compliance Experience interpreting construction documents, blueprints, architectural plans, and engineering drawings. Experience applying building codes and regulations in a construction or inspection environment. Ability to obtain ICC Plans Examiner certification within 12 months of hire.
Preferred Qualifications
ICC Plans Examiner certification. Experience working within a municipal building department or public agency. Knowledge of International Building Code (IBC), International Residential Code (IRC), and related construction standards.

Ability to sit, stand, walk, and move throughout an office environment. Ability to review detailed construction plans, drawings, and technical documents for extended periods. Ability to operate standard office equipment, including computers, printers, scanners, and phones. Ability to communicate effectively in person, over the phone, and electronically. Ability to occasionally visit construction sites and navigate active work environments as needed. Ability to lift and carry documents, files, and materials weighing up to approximately 25 pounds.
Job Duties + ResponsibilitiesReview residential, multifamily, commercial, and industrial construction plans for compliance with applicable codes and regulations. Evaluate architectural plans, engineering documents, specifications, and construction drawings for accuracy and code compliance. Identify deficiencies and prepare correction notices outlining required revisions. Coordinate plan reviews with Planning, Fire, Public Works, Utilities, and other reviewing agencies. Respond to technical questions from architects, engineers, contractors, homeowners, and the public regarding code requirements and municipal policies.
Assist inspectors with complex field conditions, unusual construction methods, and code interpretations. Support permit issuance by verifying plan approvals and required documentation. Calculate applicable permit fees and assist with permit processing activities. Maintain accurate project records and documentation. Ensure timely completion of plan reviews while maintaining quality and compliance standards. Provide customer service support at the public counter as needed.
