The County of Riverside’s Flood Control & Water Conservation District has an opportunity for a Senior Engineering Technician who will be assigned to the District’s Developer Services Division in Riverside.

The Senior Engineering Technician (SET) will be assigned to a multidisciplinary team consisting of a supervising engineer and project engineers, providing development services to the Riverside County land development community. Under general direction, the SET will assist project engineers on a variety of assignments on an as‑needed basis and perform advanced technical, analytical, and data management functions in support of development services, area drainage planning, and internal workflow systems.

The SET will also perform sub‑professional field and office civil engineering work related to assigned projects.

Candidates will have experience supporting Area Drainage Plans (ADPs) in support of development services. This includes preparing cost estimates, tracking drainage credits, and maintaining related technical documentation. Highly competitive candidates will demonstrate professional experience using Geographic Information Systems (GIS) to develop and manage datasets, perform spatial analysis, and support internal or public‑facing mapping tools. Additional desired experience includes supporting or administering development‑related clearances, conditions of approval, and compliance tracking within a public‑sector environment, including coordination with engineering staff and maintenance of standardized workflows and records.

The Senior Engineering Technician is a natural progression underfill for the Senior Engineering Technician – PE. Incumbents are eligible to promote to Senior Engineering Technician – PE upon attaining a valid certification of registration as a Civil Engineer.

Advancement to the Principal Engineering Technician level is obtained by competitive selection through an open recruitment. Advancement to the Associate Surveyor is obtained by competitive selection through an open recruitment.

The Riverside County Flood Control and Water Conservation District provide for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.

Key responsibilities include:

  • Perform spatial analysis using ArcGIS, Google Earth and/or AutoCAD and prepare detailed maps and exhibits.
  • Perform engineering calculations and technical analyses in support of Area Drainage Plans (ADPs), including the evaluation and tracking of ADP credits.
  • Perform field investigations and/or inspections as needed, to support plan review, data verifications, or project coordination.
  • Screen legal descriptions, easements and right‑of‑way documents, records of survey, maps and plans; and coordinate, as needed, with office surveyors and engineers to support the preparation of District agreements and associated exhibits.
  • Perform advanced data entry, data management, and quality control functions in support of development services, plan check tracking, and District records.
  • Provide technical input and user feedback in the development, testing, and refinement of internal software systems and digital workflows intended to improve efficiency and consistency.
  • Develop, maintain, and manage GIS‑based tools and datasets, including systems used to support tracking Area Drainage Plan (ADP) credits.
  • Coordinate with GIS and other District staff to integrate technical datasets into District GIS web maps for broader internal use.
  • Coordinate the scanning, digitization, and archiving of legacy drainage studies, plans, and reports; ensure records are properly indexed, tracked, and accessible through District records management systems.
  • Serve as a technical resource to District staff by locating, organizing, and retrieving historical and current project records for developer‑driven and capital improvement projects.
