Senior Civil Engineer - Overview

The County of Riverside's TLMA Transportation Department is seeking a Senior Civil Engineer to support the Construction Inspection Division located in Riverside, CA.

• Assigned to the Capital Improvement Project (CIP) Inspections team, plan, organize and direct the work of an engineering team; coordinate the work with other units, sections or agencies; supervise, review and perform highly complex engineering work; and perform related duties as required.
• Supervise, review, and direct the engineering unit; plan, organize, and supervise the work of others including managers and technicians.
• Manage roadway improvement projects to ensure compliance with state and county design standards, meet project deadlines, monitor expenditures and budgets, oversee QA, resolve disputes, and coordinate with other functional units and agencies.
• Perform roles such as project manager, oversee CIP inspections, and work with Caltrans construction principles.
• Plan and supervise the construction and surveying of various Capital Improvement Projects; review, evaluate, recommend, or approve proposals involving public works projects.
• Write specifications for unique or special aspects of work being performed and review grading, building and structure plans for conformity to uniform building codes, local ordinances, applicable state and federal regulations, and administrative policies.
• Direct the inspection of construction work and enforce conformity to plans, specifications, and construction standards.
• Prepare and administer major construction projects and traffic control plans; enforce safety compliance; oversee regulatory compliance programs such as groundwater and landfill gas monitoring, NPDES compliance, leachate and condensate management, and gas to energy projects.
• Direct field changes within design and cost limits; administer budgets, prepare budget requests, and control expenditures.
• Oversee and manage engineering tasks performed by outside consultants.

• Four years of professional civil engineering experience, with at least two years in traffic engineering, or in the planning, design and construction of highway or flood control projects, or in the review and approval of grading or structural plans for permit issuance.
• Possession of a valid California Driver's License.
• Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
• Desirable:
  Qualified SWPPP Developer (QSD) and Qualified SWPPP Practitioner (QSP) certifications; experience managing or overseeing CIP inspections; experience as a Project Manager; and experience working with Caltrans construction principles.
• Knowledge of engineering principles and practices for traffic, highway safety, transportation planning, flood control, construction, and maintenance; understanding environmental monitoring programs; state and federal public works standards; engineering economics; and engineering administration, personnel management, and budgeting.

• Walk over uneven outdoor terrain and work in a variety of environmental conditions.
• Be exposed to a variety of weather elements (high temperatures, rain) and local wildlife while performing field duties.
• Carry and operate field equipment such as survey instruments, and transport material samples from job sites to the laboratory.
