- BS in Civil Engineering
- California Professional Civil Engineer (PE)
- California Traffic Engineer (TE) license or ability to obtain within 6 months
- 8+ years with a degree or 12–15 years equivalent industry experience
- Minimum 3 years of people management experience
- Supervise and mentor technical/design staff
- Make independent engineering and business decisions
