The County of Riverside's Office Of The Treasurer-Tax Collector is seeking an Accountant I for their office in Riverside, CA.
It will perform a variety of accounting and auditing work in maintaining controls on fiscal and accounting records. Key duties include daily balancing and reconciliation of tax and fee collections and fund transfer activities; verification and balancing of daily activity summary reports with bank deposit reports; identification and analysis of out-of-balance discrepancies; examination of transactions and determination of corrective entries. Additional responsibilities include preparing audit correcting entries requested by the Fiscal Compliance Staff, releasing refunds, and processing requests for stale‑dated and returned warrants.
Qualified applicants must have public agency experience in tax portfolios and investments, familiarity with the property tax system Aumentum and/or accounting experience in People Soft.
The most competitive candidates will possess strong analytical and full account reconcilement skills, knowledge of the County’s integrated property tax system and departmental methods in tax collection and accounting, and familiarity with California tax laws, office policies, and procedures.
Meet the Team!The Riverside County Treasurer‑Tax Collector is responsible for the billing and collection of property taxes, and for receiving, processing, investing, and safeguarding public funds, as mandated by California law.
- Establish, review, revise, and maintain controls on fiscal record‑keeping functions.
- Examine and analyze fiscal record‑keeping systems and procedures.
- Examine, analyze, and verify fiscal documents such as vouchers, warrants, requisitions, purchase orders, receiving records, and invoices.
- Prepare trial balances, reconciliations, worksheets, and schedules.
- Prepare or assist in the preparation of various accounting, statistical, and narrative reports.
- Review, evaluate, and may assist in the preparation and maintenance of the budget and internal controls.
- Prepare or assist in recommendations for installation of new or revised accounting cost systems, procedures, and records.
- Review classification and distribution of income and expenditures to proper accounts.
- Develop routine rates or cost models.
- Option I –
Education:
Graduation from an accredited college or university with a bachelor’s degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. - Option II – Certification: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. - Option IV –
Education:
Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.
Experience:
Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification. - All Options – Knowledge: Accounting principles and practices; general business laws and budgeting methods.
- All Options – Ability: Analyze data, define problem areas, and draw logical conclusions; understand and apply the principles, laws, and procedures involved in accounting and auditing functions; examine and verify records; maintain records and prepare accounting, statistical, and narrative reports; establish and maintain effective working relationships; communicate effectively both orally and in writing.
